Monument East Fremantle: What the Approved Development Includes

Monument East is a proposed mixed-use development in Fremantle’s Knutsford precinct, not a townhouse-only project. The Metro Inner Development Assessment Panel agenda dated 27 March 2024 records 57 grouped dwellings, 24 multiple dwellings and seven commercial tenancies. Locus Development Group currently describes the project as “Coming soon – register your interest”; its public listing does not give a sales launch or construction timetable.

Where is Monument East?

The project is proposed for Amherst Street and Stack Street in Fremantle’s Knutsford precinct. An earlier planning report describes a site with dramatic level differences and presents the development as a new living precinct; those are design and applicant-context descriptions, not evidence of completed works. The 27 March 2024 panel agenda and the earlier planning report identify the location and project context.

What does the approved proposal include?

The state planning agenda records an application received on 13 December 2023 and lists the proposal as:

  • 57 grouped dwellings
  • 24 multiple dwellings
  • Seven commercial tenancies
  • Associated common property

The agenda lists a development value of $38 million. That is the value stated in the planning record, not a verified final construction cost. The figures describe the recorded development proposal; they do not show that the homes or commercial spaces have been built.

“Townhouse precinct” is therefore an incomplete shorthand: grouped dwellings form part of the scheme, but the proposal also includes multiple dwellings—apartments—and commercial tenancies. The state planning agenda is the source for the application particulars.

Has Monument East been approved?

A project marketing post says development approval had been granted. The state panel agenda provides the more detailed record of the application and its dwelling and tenancy counts. These records establish a planning milestone; they do not establish that construction is complete or underway. When will sales and construction begin?

Locus’s project listing currently says “Coming soon – register your interest.” It does not state a current sales launch date, price list, construction start date or completion date. The status wording invites enquiries but is not a schedule, so buyers should confirm any availability, pricing or timing directly with the developer before making plans. Locus’s Monument East project page is the public source for that status.

What is not yet established?

The available project and planning records do not establish that homes have been completed, that sales have begun, or that construction has started. Nor do they confirm a final build cost: the $38 million figure is the development value listed in the 2024 planning agenda. The earlier report’s design and site commentary should not be treated as confirmation that every earlier detail remained unchanged in the later approved proposal.
