At DefExpo 2020, MBDA framed its India strategy around two aims: offer missile systems to Indian forces and expand local industrial participation through manufacturing, technology transfer and its L&T MBDA Missile Systems joint venture. The announcements included a Sea Ceptor bid for an Indian Navy requirement, a response to an anti-ship missile request for information, and proposals for Indian-designed development. They record what the company said in 2020—not proof that any offer was selected or contracted.
What MBDA announced at DefExpo 2020
MBDA’s India Country Head, Loïc Piedevache, described the company’s two focuses as “providing the highest performing missile technologies to India” and “delivering on Make in India as part of our longstanding partnership strategy with India.” The statement appeared in MBDA’s announcement carried by Vayu Aerospace on 31 January 2020 and in a magazine reprint.
The event took place shortly before the planned arrival of the first Rafale aircraft for the Indian Air Force. MBDA highlighted SCALP, its deep-strike missile, and Meteor, its air-to-air missile, alongside ATGM5, Exocet MM40 Block 3 and Mistral ATAM. The announcement presented these systems in different contexts: some were existing products or industrial activities, while others were offers or proposed development.
What was being made or localized in India?
The company emphasized domestic industrial work as part of its partnership with India. The claims below are MBDA’s descriptions in 2020, rather than independent audits of production or technology transfer.

- MICA: MBDA said Indian industry had manufactured 15 major missile subassemblies, covering mechanical, electrical, electromechanical and pyrotechnic items.
- Mistral and ASRAAM: The announcement described technology-transfer and capability-building work, including capabilities for final assembly and integration testing.
- ATGM5: MBDA presented this as a proposed missile to be designed and manufactured in India for Indian operational requirements. It was to draw on next-generation technology from MMP, MBDA’s battlefield anti-tank weapon, and was described by the company as an Indian Designed, Developed and Manufactured product.
MBDA said it had worked with India for more than 50 years to build defense-industrial capability and that many tens of thousands of MBDA-designed missiles had been built in India over that period. Those are company-reported historical claims, not independently audited measures of local production.
Which proposals were bids rather than awards?
The announcement named two procurement responses. Their status matters: a bid or response to a request is not evidence of selection, a contract or delivery.

Sea Ceptor: a bid for the Navy’s SRSAM requirement
L&T MBDA Missile Systems submitted what MBDA called the joint venture’s first bid to the Indian Armed Forces: Sea Ceptor for the Indian Navy’s Short-Range Surface to Air Missile (SRSAM) requirement. The offer was described as an RFP response and was made with the aim of manufacturing the system in India. The 2020 announcement does not establish that the Navy selected Sea Ceptor or that a contract followed.
Exocet MM40 Block 3: a response to an RFI
MBDA said it had offered Exocet MM40 Block 3 in response to an Indian requirement for a medium-range anti-ship missile, described in the announcement as an RFI. The company characterized Block 3 as the latest version in the Exocet family and stated a range of 200 km. That range is the company’s figure in the 2020 announcement, not an independently verified current specification. The announcement records a proposal, not an award.

Mistral ATAM and the company’s performance claim
MBDA described Mistral ATAM as a launcher delivered to equip India’s Advanced Light Helicopter (ALH) and Light Combat Helicopter (LCH). The same announcement reported a 96% success rate in Mistral firings, but did not explain the sample size or calculation. It should therefore be read as an MBDA-reported figure from 2020, not as a current or independently assessed measure.
How this fitted India’s Make in India policy
India’s Press Information Bureau described defense Make in India policy in 2018 as driven primarily by capital acquisitions and other policy measures. For FY 2014–15 through 2017–18, it reported that the government accorded Acceptance of Necessity to 151 proposals worth approximately Rs 2,66,700 crore across specified procurement categories, and signed 128 capital procurement contracts worth Rs 119,000 crore with Indian vendors. These figures describe the broader policy environment; they do not measure MBDA’s activity or establish the outcome of its Sea Ceptor and Exocet proposals.

What the 2020 announcement does—and does not—establish
The announcement is useful for understanding how MBDA presented its India strategy at DefExpo 2020: pairing missile offers with local manufacture, technology transfer and industrial capability work. It documents the company’s stated plans and the procurement stages it identified at that time. It does not verify later outcomes for the Indian Navy’s SRSAM requirement or the Exocet RFI response, nor does it establish current configurations or status for the programs discussed.
