A proposed 156-apartment, two-tower development at 42–46 Leonora Street, Como, cleared its final planning-approval hurdle on 3 April 2025. The Metro Inner Development Assessment Panel (MIDAP) approved application DAP/24/02819 subject to conditions. The $70 million figure is a project estimate reported by PerthNow, not a confirmed final construction cost; approval alone does not establish that building has started or finished.
What was approved
The City of South Perth’s public notice listed an application for 156 multiple dwellings across 42, 44 and 46 Leonora Street. Element Advisory Pty Ltd lodged the application for owner Blueways Como Pty Ltd. MIDAP considered it at its 3 April 2025 meeting and approved it by alternate motion, subject to conditions. Why the application drew objections
The City’s recommendation was to refuse the proposal. The panel minutes record concerns about an oversupply of resident car parking alongside shortfalls in motorcycle or scooter and visitor parking. The recommendation also raised waste-storage impacts on resident amenity, noting the absence of dedicated bin chutes and service lifts. The minutes also record that the refusal recommendation lapsed for want of a mover and seconder. An alternate approval motion was then moved by Karen Hyde and seconded by Francesca Lefante. PerthNow reported that an adjoining resident, represented by Daniella Mrdja of Urbanista Town Planning, raised concerns about height, views, privacy and vehicle movements. Representatives of Blueways Group and Embrace Architects supported the proposal. These were arguments made by participants, not findings by the panel. Conditions that shape what can happen next
The approval is subject to the approved plans and conditions. The decision record gives the approval a four-year validity period, within which the development must be substantially commenced or the approval may lapse. MIDAP minutes, 3 April 2025

- Parking management: A parking management plan must be submitted to the City before the relevant building-permit stage. Parking spaces must be marked, and visitor bays must be visible or signposted.
- Public art: The applicant must provide public art worth 1% of construction value, either as an on-site work or a payment contribution capped at $500,000.
- Landscaping: A detailed landscape plan requires approval, and the landscaping must then be installed and maintained.
- Green Star certification: Before building approval, the applicant must provide a statement that the development can achieve a 5 Star Green Star rating. Before occupancy, an independent peer reviewer must confirm the rating and implementation of the sustainability initiatives. This condition is not evidence that the building has already been rated.
- Other requirements: The conditions include construction management planning, dilapidation reports for listed adjoining properties, stormwater planning and noise-related requirements.

Planning approval is not a construction update
PerthNow reported that the proposal was intended to be built in two stages, with the north tower first. The available approval record and that news report do not establish whether construction subsequently began, whether later amendments were approved, or whether the project is now complete or selling. Why another Como apartment figure may differ
A 2025 Western Australian Government infrastructure-fund document lists Henley Rise at the same address under Blueways Como Pty Ltd / Blueways Group, with 111 apartments and a $1,110,000 allocation for that particular funding entry. Those program-specific figures are not the 156-dwelling planning application in the City notice and PerthNow report, and they do not show that MIDAP revised its approval.
