What did Iowa’s 2024 pesticide bill propose?
SSB 3188 would have provided pesticide manufacturers with a civil-liability defense in lawsuits over alleged health impacts when their products met U.S. Environmental Protection Agency (EPA) labeling requirements, according to Iowa Capital Dispatch’s March 19, 2024 report. The report said the proposal excluded Chinese state-owned companies, an exception it connected to Syngenta and its ownership by ChemChina.
That was a description of a proposed defense, not a change to Iowa law. The committee vote advanced the bill to possible consideration by the full Senate; it did not establish that manufacturers were immune from lawsuits.
What happened to the 2024 bill?
The 2024 proposal’s reported advance was at the committee stage. It is not shown as passing the Legislature or becoming law. The headline’s “advances” refers to that step, not final approval.

How was the 2025 proposal different?
In 2025, lawmakers considered SF 394, a separate bill. It would have made EPA pesticide labels “sufficient” to satisfy state warning or labeling requirements, according to Iowa Capital Dispatch’s March 26, 2025 report. Unlike the 2024 proposal as described in the contemporaneous report, SF 394 was not reported to include an exception for Chinese-owned companies.

Why did lawmakers disagree about SF 394?
The dispute centered on whether making EPA labels sufficient under state warning law would effectively shield manufacturers from failure-to-warn claims. The Senate-adopted amendment said the bill did not prohibit a cause of action based on another provision or doctrine of state law, as recorded in the official bill history. That qualification did not end the disagreement over the measure’s practical effect.

Floor manager Sen. Mike Bousselot described the proposal as applying when companies followed federal labeling law. Sen. Matt Blake and other critics continued to call it an immunity bill. Those were competing characterizations of a proposed law, not a judicial ruling about its meaning.
Who supported and opposed the proposals?
In the 2024 debate, Bayer representative Brad Epperly argued manufacturers could not add warnings beyond EPA regulations and current law. Sen. Jeff Edler defended the proposal as a way to curb what he called frivolous lawsuits. Sen. Bill Dotzler opposed it and argued that the science on pesticide effects was unsettled, according to the 2024 report.

The same report said Bayer, the Iowa Soybean Association, and the Iowa Corn Growers Association were registered in support of SSB 3188. In coverage of SF 394, Iowa Capital Dispatch reported Bayer’s support and opposition from environmental groups and the Iowa Farmers Union. Organizational support or opposition identifies where groups stood; it does not, by itself, resolve the legal or scientific merits.
Why did glyphosate come up?
The 2024 coverage discussed Roundup, a Bayer product containing glyphosate, as context for pesticide litigation. It reported that Edler cited the International Agency for Research on Cancer’s classification of glyphosate as “probably carcinogenic to humans.” The article also reported that EPA had found glyphosate “not likely” to be carcinogenic and that a U.S. appeals court ordered EPA in 2022 to reconsider its findings. These are claims as reported in that article; they do not amount to a complete or current scientific review.

Iowa Capital Dispatch also reported that Bayer had agreed in 2020 to pay $10 billion to settle cancer lawsuits. That figure is the amount stated in the March 19, 2024 report.
