How many jobs did Intel plan to cut?
Intel CEO Pat Gelsinger announced the plan in an employee message on August 1, 2024: roughly 15,000 roles, or 15% of the workforce. Intel presented the reduction as one part of its cost-saving effort, rather than as a standalone measure. The company’s August 1 announcement described the goal as delivering $10 billion in savings in 2025 and said most workforce actions were expected by year-end 2024.
Intel did not establish in these updates a final, independently reconciled count of departures attributable to that specific plan. The announced 15,000 should therefore be read as a planned reduction, not a confirmed final number of layoffs.
Why did Intel announce the workforce reduction?
Intel said its costs and operating structure did not fit its new operating model. In the August 1 message, Gelsinger said revenue had not grown as expected, costs were too high, margins were too low, and the company had yet to fully benefit from trends such as AI. He also pointed to organizational complexity, slow decisions, bureaucracy, and inefficient workflows.

Those were Intel’s stated reasons, not proof that the headcount reduction by itself would resolve the company’s business or financial challenges. Intel’s second-quarter 2024 results showed revenue of $12.8 billion, down 1% year over year, and a GAAP net loss attributable to Intel of $1.6 billion. CFO David Zinsner called the quarter’s performance disappointing. The company’s Q2 2024 results and cost-reduction plan also described reviews of product portfolios and projects, lower operating and capital spending, and organizational simplification.
What did Intel’s savings plan include?
The workforce target was part of a broader effort to reduce costs and refocus the company. Intel said it aimed to reduce operating and capital expenditures by more than $10 billion in 2025 compared with prior estimates. It also announced that it would suspend its dividend beginning in the fourth quarter of 2024, alongside reviews of active projects and product portfolios and changes intended to simplify operations.

The $10 billion figure was a company target for 2025, not a reported amount of savings already achieved. The planned measures were intended to address several parts of Intel’s cost structure, rather than relying on job reductions alone.
What did Intel later say about progress?
On September 16, 2024, Gelsinger said voluntary early retirement and separation offerings had moved Intel more than halfway toward its approximate 15,000-role target. He said employees affected by the next steps would be notified in mid-October. This was an interim progress update; it did not provide a final total or a breakdown between involuntary layoffs and voluntary departures. The update also linked the restructuring to cost competitiveness, foundry capital efficiency, a focus on Intel’s x86 product franchise, and portfolio streamlining. How does the 2025 workforce report relate to the 2024 plan?
In a July 24, 2025 report, the Associated Press said Intel planned to end 2025 with 75,000 core workers, excluding subsidiaries, through layoffs and attrition. That was a later workforce plan with a different timeframe and workforce measure. It does not establish the final number of employees who left under the 2024 announcement. The AP report should be understood as a subsequent restructuring development, not a final accounting of the original target.
