Urban rail did expand rapidly, and later government guidance stressed demand, affordability and construction controls. Reporting from 2025 documents financial strain in some systems, but it does not establish that Chinese subway stations nationwide were empty or that every network was a bad investment.
What did China’s 2008 plan actually approve?
On 8 October 2008, the National Development and Reform Commission (NDRC) announced approval of an adjustment to the Medium- and Long-Term Railway Network Plan. That was a national railway plan—not an instruction to city governments to build subway stations in undeveloped areas. The distinction matters: mainline rail and local urban rail are different planning systems, and urban rail is managed by local governments and companies.
The NDRC’s announcement called for construction to be paced according to circumstances and priorities, with project research, technically feasible and economically reasonable standards, resource conservation, and adherence to approved plans. Its wording included: “From actual conditions, proceed within our capacity, make overall arrangements, distinguish priorities, highlight key development areas, and grasp the pace of construction.” (NDRC, 8 October 2008.)
So the 2008 document does not support the claim that China officially endorsed building city subway stations without regard to demand. Nor does it answer whether a particular station was justified: that requires evidence about the local project, its forecasts and the area around it.

How quickly did China’s urban rail network grow?
A peer-reviewed review published in Urban Rail Transit reports that China had 3,293 km of urban-rail operational service length at the end of 2015—four times the 2008 length. It counted 25 cities with operating systems and 2,336 stations in 2015. The review defines service length as the line’s origin-to-destination length, not the length of both tracks added together.
By the end of 2025, a 2026 journal abstract by authors affiliated with the China Association of Metros and CRRC Qingdao Sifang reported 13,071.58 km of urban rail across 382 operating lines in 58 mainland Chinese cities. Of that total, 10,007.06 km was subway. Urban rail is the broader category: it includes subway, light rail, tram and other urban-rail modes, so the full 13,071.58 km should not be described as subway mileage.

These totals establish large-scale expansion, not whether individual stations were well used or whether their construction paid off. A station that opened before nearby development arrived is not, by that fact alone, a failed investment; judging it requires comparing the original forecast with actual ridership and subsequent land use.
What changed in the rules for urban-rail planning?
2015: match construction to demand and capacity
In a 16 January 2015 notice, the NDRC said construction scale and speed should correspond to urban transport demand, government finances and construction-management capacity. It directed planners to consider population distribution, transport demand, land use, network layout, and links to railway stations and airports. The notice stated: “Ensure that the scale and pace of construction are suited to urban transport demand, government financial capacity, and construction management capability.”

2018: debt concerns and applicant thresholds
A State Council circular summarized on the official government website said excessive construction and misuse of funds in some cities had contributed to heavier local debt. It also set thresholds for subway applicants: a permanent urban population above 3 million, regional GDP above 300 billion yuan, and public budget revenue above 30 billion yuan.
Those are specific requirements reported for the 2018 policy snapshot; they should not be treated as a statement of the approval rules in force today. Taken together, the 2015 and 2018 measures show that demand, fiscal capacity and project oversight became explicit policy concerns. They do not show that every earlier project had been unnecessary.

Do the reported losses show that Chinese subways are failing?
No nationwide conclusion follows from the available examples. A June 2025 Le Monde report described financial pressure in particular systems, not a consistent statistical sample of Chinese urban rail. Its cases show why ridership, operating costs and public support need to be assessed city by city.

Subsidies also need to be read in context. The figures above distinguish ticket revenue, public subsidy and expenses, but do not by themselves establish the full social or economic return of a line—such as its transport benefits—or provide a comparable measure across operators. For a personal-finance reader, the fiscal point is narrower: when an urban-rail operator relies heavily on public support, the burden and sustainability of that support matter to local finances. The 2018 circular explicitly connected excessive construction and fund-use misconduct in some cities with heavier local debt.

How can you tell whether a station or line was a poor investment?
A photo of a quiet station or an isolated entrance is not enough. A sound assessment needs to connect the project’s original case to what happened after opening, while distinguishing a temporary early period from long-term performance.
- Forecast versus actual use: Compare the project’s original ridership forecast with realized ridership over a stated period.
- Place and timing: Check population, land use and job locations when the project was approved, when it opened, and later. Determine whether development arrived as forecast.
- Cost and funding: Identify capital cost and funding sources, then separate ticket revenue, operating expenses and subsidies.
- Network value: Assess connections to other transit, railway stations, airports and job centers, rather than judging a station in isolation.
- Local context: Compare like with like. A tram, a subway line and a full urban network have different costs and operating conditions.
The peer-reviewed review notes that local governments and companies manage urban rail, making detailed nationwide operating information difficult to collect consistently. The figures and case reports available here therefore support scrutiny, but not a station-by-station verdict for China as a whole.
What does the 2025 evidence justify concluding?
China’s urban rail grew quickly, and later national guidance explicitly tied construction to transport demand, public finances and management capacity. Government material also acknowledged that excessive construction and fund-use misconduct in some cities added to local debt, while 2025 reporting documented serious pressure in selected systems.
That is a meaningful warning about project selection and long-term operating sustainability—not proof of the stronger headline claim. The cited material does not establish that China built subway stations nationwide in empty places, that all such stations were failures, or that “the world” reached a single shared realization by 2025.
