India’s Labour Minister reportedly asked quick-commerce companies to remove “10-minute delivery” promises from their marketing in January 2026, amid concerns about delivery workers’ safety and working conditions. Later reporting said Blinkit, Zepto and Swiggy Instamart had removed standard 10-minute references, but the available accounts describe a government request—not a formal legal ban on rapid delivery.
What did the government reportedly ask quick-commerce firms to change?
Reports dated January 13–14, 2026, said Union Labour Minister Mansukh Mandaviya met representatives of major quick-commerce companies and asked them to drop the 10-minute deadline from their branding and advertising. The Indian Express named Blinkit, Zepto, Zomato and Swiggy among the companies represented; TechCrunch, citing Bloomberg and anonymous sources, reported a meeting involving Blinkit, Swiggy’s Instamart and Zepto. TechCrunch and The Indian Express both placed worker safety and working conditions at the center of the discussion.
The Financial Express described the request as a move away from aggressive, time-based advertising. An unnamed senior ministry official told the publication that the government viewed aggressive branding as contributing to pressure on delivery partners. That is the official’s stated rationale, not proof that a particular marketing phrase directly caused an accident or unsafe practice. The Financial Express
Was 10-minute delivery banned in India?
The reports available do not establish a formal legal prohibition on delivering orders within ten minutes. They describe an intervention asking companies to stop promising that deadline in marketing. Hindustan Times’ August 5, 2026 update explicitly distinguished the government’s request from a formal ban. Hindustan Times

That distinction matters: a company can change its advertising without ending fast delivery or changing its logistics. The cited reporting concerns public-facing promises; it does not establish that delivery operations became slower or that every order taking under ten minutes stopped.
Which platforms removed the promise?

By August 5, Hindustan Times reported that Blinkit, Zepto and Swiggy Instamart had removed standard 10-minute references from their apps and advertisements. That update is evidence about the standard promises reported in public-facing materials, not a complete inventory of every advertisement, location, order or delivery time.
Why did worker safety become part of the debate?
The January reports linked the request to concerns that tight delivery targets, incentives and penalties could place pressure on delivery partners. TechCrunch quoted HR consultant Prabir Jha describing ultra-fast delivery models as changing the stress and risk associated with gig work. This is an attributed expert assessment; the cited accounts do not establish a causal finding that the 10-minute promise itself produced specific injuries or unsafe conduct.

The coverage also situated the intervention amid worker protests. TechCrunch reported, citing the South China Morning Post’s account of the Indian Federation of App Based Transport Workers, that more than 200,000 gig workers staged New Year’s Eve protests across major Indian cities. That figure is a secondary-source attribution, not an independently verified count here. South China Morning Post
For scale, TechCrunch reported NITI Aayog estimates of about 7.7 million gig-economy workers in 2020–21 and a projection of 23.5 million by 2029–30. The latter is a forecast, not a current worker count, and both figures are reported estimates rather than figures independently checked here against the original NITI Aayog publication. TechCrunch

What is established—and what remains unclear?
- Reported: In January 2026, Mandaviya was associated with a request for platforms to remove the 10-minute marketing deadline.
- Stated rationale: Government sources and reporting described worker safety and working conditions as concerns behind the request.
- Later status: August reporting said Blinkit, Zepto and Swiggy Instamart had removed standard 10-minute references from apps and advertisements.
- Not established by these accounts: A published legal ban on rapid delivery, a halt to fast operations, or a demonstrated causal link between the advertising promise and specific worker injuries.
The January accounts relied substantially on unnamed government or anonymous sources, and the cited coverage does not provide a published ministry order or meeting record. The intervention should therefore be described as reported, rather than as a documented statutory rule.
