India’s Directorate General of Foreign Trade (DGFT) changed the export-policy status of wheat or meslin flour products classified under ITC (HS) 1101 0000 from “Prohibited” to “Free,” effective immediately under Notification 34/2026-27, dated 24 August 2026. The notification covers flour products including atta, maida and semolina. It does not say that the wheat must be imported or create a special permission for flour processed from imported grain.
What India’s wheat flour export notification says
DGFT Notification 34/2026-27 changes the policy classification for products under ITC (HS) 1101 0000 to “Free.” The Gazette text says the new status applies “with immediate effect.” The notification was published in the Gazette on 25 August 2026; APEDA’s DGFT notifications index lists it as dated 24 August and records an upload date of 3 September. The classification covers wheat or meslin flour and related products, including atta, maida, semolina (rava or sirgi), wholemeal atta and resultant atta. “Free” is the export-policy status specified for that classification; it does not by itself establish that every other requirement for a particular shipment has been met.
Does the permission apply only to flour made from imported wheat?
No such condition appears in the located amendment. It sets the export-policy status by product classification and does not state that the wheat must be imported or distinguish flour by the origin of its grain. The notification therefore does not support describing this change as a new exception limited to flour processed from imported wheat.

How the current policy differs from the earlier quotas
Before the August change, DGFT had allowed capped exports under a restricted-policy process. Notification 55/2025-26, dated 16 January 2026, permitted 5 lakh metric tonnes (LMT) of wheat flour and related products under HS 1101, subject to DGFT export authorization and separate modalities. Notification 61/2025-26, dated 24 February 2026, allowed an additional 5 LMT. Those allocations describe the earlier quota phase, not a continuing 10 LMT ceiling under the later “Free” classification.

During the quota period, DGFT Public Notice 48/2025-26 described online applications through Services → Export Management Systems → License for Restricted Exports, with monthly application windows beginning in March 2026 while the permitted balance remained available. That notice explains the former quota procedure; it is not evidence that the same quota application is required under the August “Free” policy. See Public Notice 48/2025-26.

What exporters should verify before shipping
The notification establishes a change in export-policy classification, not a complete shipment checklist. The cited materials do not resolve current customs-clearance procedures, food-safety or labeling requirements, destination-country import rules, or origin documentation. Exporters should verify the requirements applicable to their product, transaction and destination before shipment rather than assume that “Free” removes separate obligations.

In a 13 February 2026 release, the Ministry of Consumer Affairs, Food & Public Distribution framed its earlier export decisions as a way to stabilize domestic markets and support remunerative returns for farmers. The release cited approximately 75 LMT of private-entity wheat stocks during 2025–26—nearly 32 LMT more than in the corresponding period a year earlier—around 182 LMT of projected wheat availability in the FCI central pool as of 1 April 2026, and wheat acreage of about 334.17 lakh hectares in Rabi 2026 versus 328.04 lakh hectares the previous year. These were government figures reported in February and describe the context for the earlier decisions, not an explanation stated for the August notification.
