Has India Received the Most World Bank Lending? A 1945–2023 Comparison

India leads a published comparison of cumulative World Bank IBRD and IDA lending from FY1945 to FY2023, but the ranking is by amount, not loan count or annual leadership.

By cumulative amount, yes: a published table covering fiscal years 1945–2023 reports that India received $131.728 billion in combined IBRD and IDA lending, more than any other country listed. That is a ranking by nominal lending amount—not by the number of individual loans, and not a claim that India led every year.

What “the most World Bank loans” means

The answer depends on what is being counted. A country can rank first by the total dollar value of financing over decades without having the most individual agreements, the largest current outstanding balance, or the highest lending in a particular year. The available cumulative comparison is about amount; it does not establish a ranking by loan count.

For sovereign lending, “World Bank” commonly means the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). IBRD provides loans; IDA provides credits as well as other financing. Historical sources sometimes use “loans” broadly for both. The combined comparison below therefore refers to IBRD and IDA lending, not every activity of the wider World Bank Group.

India leads the published cumulative comparison

A 2024 scholarly article reproduces a table of accumulated IBRD and IDA lending for fiscal years 1945–2023. It reports India at $131.728 billion, ahead of China and Brazil. These are nominal amounts: the table does not provide an inflation-adjusted ranking.

These figures come from Table 2 in the 2024 article “How did the World Bank Engage in the Neoliberalization of Global Capitalism?”, which attributes the table to World Bank source material. They support the conclusion that India ranks first in that published comparison. They should not be presented as a current official World Bank league table: a fully comparable official all-country ranking for the same period is not established here.

How India’s long history of World Bank lending began

The first loan supported railways

The World Bank Group Archives records Board approval of India’s Railway Project on August 18, 1949. The India historical profile provides the archival context for the country’s early engagement with the Bank.

India was the largest borrower through 1993

A World Bank archival report on lending through 1993 says India was “the single largest borrower in both the institutions,” referring to IBRD and IDA. It puts total lending at approximately $42 billion, divided roughly between the two institutions. That is a historical cumulative figure through 1993, not a later-period total or a yearly ranking. India’s lead did not mean it ranked first every year

Annual approvals and commitments vary. The World Bank’s timeline says that although India had long been the largest IDA borrower, in fiscal year 1991 China received $978 million in IDA credits and India received $937 million. The timeline describes China as receiving more IDA funding than any other country that year; it does not overturn the longer-run cumulative comparison. More recently, India received $2.350 billion in IBRD commitments in FY2025 and ranked second in that year’s IBRD commitments, behind Brazil and Türkiye. This is an annual IBRD measure, so it is not directly comparable with the 1945–2023 combined IBRD-and-IDA total. The figure is reported in the World Bank’s FY2025 annual report.

Why World Bank totals can appear inconsistent

Different figures may describe different time periods, financing institutions, and accounting measures. Commitments and approvals record financing agreed or authorized; disbursements record money paid out; outstanding exposure is what remains owed or at risk. None is interchangeable with cumulative historical lending, and a project count is not a dollar total.

For example, the World Bank’s India country page reported $17.8 billion across 75 lending operations when last updated November 10, 2025. The page attributes $17.5 billion to IBRD, $0.25 billion to legacy IDA, and $60 million to other sources, primarily grant funding. That dated country-page figure has its own portfolio scope; it is not the same measure as cumulative lending since 1945. See the India country page.

A separate Finances One snapshot reported $143.573 billion in project commitment amounts across 719 projects as of August 31, 2026. The portal excludes trust funds, IFC loans, guarantees, and other categories from its presentation. How to read the claim accurately

  • For the largest cumulative amount: India leads the published FY1945–2023 table for combined IBRD and IDA lending.
  • For the most individual loan agreements: the cited cumulative table does not provide a count-based ranking.
  • For a specific year: check the institution and measure separately; annual leaders can differ, as the FY1991 IDA and FY2025 IBRD examples show.
  • For current portfolio size: check the page’s update date, what institutions and funding it includes, and whether it reports commitments, disbursements, or outstanding exposure.
