Official test values used with a payment processor’s sandbox are meant to simulate transactions without moving money. Trying fictitious or counterfeit payment details at a live checkout to obtain goods, services, or other value is a different matter and can trigger serious legal consequences. This guide covers U.S. federal law; state and other countries’ laws may differ.
Is it legal to use a credit card generator?
“Credit card generator” can mean a tool that creates number-like data for software testing, or a tool used to produce fictitious payment details for a real transaction. The legal question is not simply whether a number was generated or looks valid. It depends on what you do with it, your authority to use the payment method, the transaction, and the law that applies.
Under 15 U.S.C. § 1644, specified knowing conduct involving counterfeit, fictitious, altered, forged, lost, stolen, or fraudulently obtained credit cards can be a federal offense when the statute’s conditions are met. For the specified use conduct, the statute addresses transactions affecting interstate or foreign commerce involving at least $1,000 in value, aggregated within one year. It also covers certain attempts, conspiracies, and conduct involving transporting, selling, receiving, or furnishing such cards. The statute provides for a maximum fine of $10,000, imprisonment of up to ten years, or both. Those provisions do not mean that every act of generating or possessing a number automatically violates federal law; the facts and statutory elements matter.
What is the difference between a test number and a fake card number?

Stripe says its special test values simulate transactions without moving money and should be used with test API keys, not real card details. It also says test API keys cannot process live payments and recommends PaymentMethod values rather than card numbers in test code. These are provider-specific testing instructions, not legal permission to try test values on a merchant’s live site.

Can I use generated credit card numbers for testing?
Yes, when the values come from the payment provider’s official testing documentation and stay within that provider’s designated sandbox. For Stripe, use test API keys and the test environment; consult its testing documentation for current instructions. If you use another processor, follow that processor’s official test-mode guidance instead.
Do not test generated values against live merchant checkout pages. A sandbox simulation and a live payment attempt are materially different: the former is designed not to move money, while the latter asks a merchant and issuer to authorize a real transaction.

What happens if I use a fake credit card number?
The result depends on what the number represents, whether you had authority to use it, what you attempted to obtain, and the applicable jurisdiction. A declined payment alone does not establish fraud or illegality. The Consumer Financial Protection Bureau explains that merchants generally ask the issuer whether the account is valid and sufficient credit is available; a connection problem may also prevent the merchant from reaching the issuer.
“Unauthorized” also has a specific consumer-protection meaning: the CFPB describes unauthorized use as use by a person who does not have the right to use the card. If a cardholder gives someone a card, the use is authorized, and the cardholder may remain responsible until the issuer is told that person is no longer authorized. What should I do if my own card was used without permission?
Contact the card issuer promptly and review your card agreement. CFPB guidance says reporting a lost or stolen card before it is used can prevent liability for unauthorized charges. If the physical card was not lost but the account number was stolen, the consumer generally has no liability for unauthorized use. The outcome can depend on the facts and applicable rules; see the CFPB’s guidance on liability for unauthorized credit-card use.
