The six food banks must match state funding dollar for dollar. The program is administered by the Iowa Department of Agriculture and Land Stewardship (IDALS), not the Illinois agriculture agency.
What the $200,000 investment supports
Iowa Secretary of Agriculture Mike Naig announced the additional funding on September 4, 2025; the Iowa Legislature allocated it during its 2025 session. The funding supports the program’s second full year. The current-cycle program page lists $200,000 for food-bank allocations and $10,000 for administration, for a stated total of $210,000. IDALS’s announcement and the Choose Iowa program page describe the program’s funding and requirements.
How the food-bank match and allocations work
Each participating food bank must match its state allocation dollar for dollar. The match must come from private sources, such as cash, financing or other grant funds; in-kind contributions do not count.

The six food-bank allocations total $190,000; with the $10,000 listed for administration, the page’s total is $200,000. The allocations do not include the food banks’ required private match. The program page lists the allocation amounts and match rules.

What food and purchases qualify
Eligible purchases include dairy, meat and poultry, eggs, honey and produce. The 2025 announcement also says flour and grains were added for that year. Food must be bought from a Choose Iowa member or an eligible member food hub. For purchases through a food hub, the food must come from Iowa producers, who do not necessarily need to be Choose Iowa members themselves.
- The product must be usable as food when purchased.
- Processing fees are not eligible for reimbursement.
- The food bank must be able to document the producer, item, quantity, purchase date, cost and proof of payment.

How farmers and food banks participate
For farmers
Farmers seeking to sell through the program should apply to become a Choose Iowa member. The official announcement directs interested farmers to membership rather than describing a separate application for each food-bank purchase. Food hubs can also be eligible members; hub purchases must still originate with Iowa producers.
For participating food banks
- Submit a signed program agreement and a W-9 before seeking reimbursement.
- Buy eligible food from a qualifying Choose Iowa member or food hub, following the Iowa-producer rule for food-hub purchases.
- Submit reimbursement requests, which may be quarterly, with the producer, item, quantity, purchase date, cost and proof of payment.
What the program has reported so far
IDALS reported that the program’s first year supported $480,948.04 in local food purchases from 24 Iowa farms and food hubs, including the food banks’ dollar-for-dollar match. The department said the purchases supported Iowans in 55 counties. Its release also reported 3,175 cases of dairy products and varied produce, 728 dozen eggs, 5,289 gallons of milk and 109,939 individual items such as yogurt cups and meat packages. These are IDALS’s reported first-year results, not a measure of the later $200,000 allocation. IDALS’s release provides the figures and reporting period.

A January 2026 legislative report separately lists $496,714.99 in food purchases against $220,000 in allocations for the 2024 food-bank pilot. That report’s figure is distinct from IDALS’s $480,948.04 first-year figure; the available sources do not fully reconcile the reporting periods or measures. The Choose Iowa page lists funding as permanent for FY2026 and gives July 31, 2026, as the deadline for remaining purchases, reporting and reimbursement submissions. It also lists December 15, 2025, for preliminary reports and January 15, 2026, for the legislative report. These are dates for the FY2026 cycle, not an announced deadline for a new funding round.

In its January 2026 report, IDALS listed $200,000 allocated across six food banks plus $10,000 for administration, with $4,387.05 reimbursed at that time. That reimbursement figure is interim: the sources available here do not establish final FY2026 closeout totals after the July deadline. The program page lists the cycle timeline, and the January report gives its interim figures.
