You usually cannot assume a utility account can simply be handed to another person. Ask each provider whether it permits a direct change of account holder or requires the current customer to stop service while the incoming person opens a new account. Coordinate the dates, confirm how final bills and meter readings are handled, and get written confirmation that the old account is closed.
First, clarify what “transfer” means
Providers may use similar language for two different tasks: moving one customer’s service to a new address, or changing the account holder at the same address. These are not necessarily the same procedure. Electric Ireland lists them separately, while DEWA’s Dubai Move-To process is for a customer moving between premises.
Tell the provider whether the current customer is moving or a different person is taking over the property. Ask whether a direct account-holder change is available, whether the old account must be closed and a new one opened, or whether a special process applies because of a death, tenancy, sale, or other circumstance.
How to arrange the change
- List every service billed to the departing person. Include electricity, gas, water, sewer, waste, internet, landline, and any other utility or communications account at the property. Contact each provider separately; one company’s procedure does not establish another’s.
- Ask what process applies to your situation. Explain who is leaving, who will occupy the address, and whether the change is at the same property. Confirm whether the provider allows an account transfer or requires a stop-service request and a separate application from the incoming person.
- Confirm dates, requirements, and costs before submitting. Ask for the effective date and time, whether any overlap or interruption is possible, how a final meter reading is arranged, what identification or proof of occupancy is needed, how outstanding balances and deposits are handled, and whether both parties must apply or consent. Requirements vary by provider and location.
- Submit the outgoing and incoming requests as directed. If the old account must close, the current account holder should request the stop date and the incoming person should apply for service in their own name. Coordinate the dates according to the provider’s instructions. PG&E advises arranging the stop and start for the same day in the cases where one customer stops service and another starts it.
- Keep evidence and check the closeout. Save confirmation numbers and copies of forms, record final meter readings where available, provide a forwarding address for closing correspondence, and review the final bill. Verify that the old account is closed and that any balance, credit, or deposit has been handled.
Why the old account must be closed explicitly
Do not assume that the incoming occupant’s request automatically removes the outgoing customer from responsibility. The Missouri Public Service Commission’s consumer guide advises: “Do not rely on others to take utility service out of your name.” It also warns, “You will be responsible for an account that has not been closed.” The guide recommends requesting actual final meter readings for electricity, gas, water, and sewer where applicable, giving the provider a forwarding address, and retaining records of conversations. This guidance is from Missouri and was dated February 2019; check the rules and practices where the property is located.

What provider policies can look like

Questions to ask each provider
- Can the named account holder change at this address, or must the current account close and a new one open?
- Does the answer change for a spouse, tenant, landlord, buyer, heir, or authorized representative?
- What exact date and time will service end and begin, and could there be an interruption?
- Is a final meter reading available, and how should it be requested or recorded?
- What identification, occupancy evidence, signed consent, or application is required from each person?
- Must outstanding amounts be paid first, and how are any credit or deposit treated?
- How will you confirm that the old account is closed and send the final bill?
