You can sell makeup online through your own storefront, a marketplace such as Amazon, or both—but first decide what you’ll sell, who controls its brand and formula, and how you’ll verify its safety, labels, and claims. This guide focuses on U.S. requirements; rules in other countries differ.
How do I sell makeup online?
Start by choosing a business model and sales channel, then confirm the product’s regulatory category and obligations before you write its label or product page. A practical sequence is:
- Choose your product and role. Decide whether you will make makeup, develop an original or private-label brand, or resell authentic products. Clarify who controls the formula and brand and what sourcing and product records you can maintain.
- Choose where to sell. Compare an independent storefront, a marketplace, or a combination based on fees, brand and customer-experience control, discovery, operational work, and inventory or fulfillment needs.
- Check the product’s intended use. Determine whether it is a cosmetic, a drug, or both under U.S. law before settling on claims.
- Prepare compliant labels and substantiated marketing. Review required label information and ensure express and implied claims are accurate and supported.
- Check each sales channel’s requirements. For Amazon, search for the exact item in Seller Central and see whether it can be listed or requires an application.
- Plan inventory and fulfillment. Confirm packaging, shipping, and any product-specific handling requirements before accepting orders.
These are decision points, not a guarantee of sales or profitability. Your costs and workload depend on your product, sourcing, channel, and operating choices.
Choose a business model

The FDA places responsibility for cosmetic safety and labeling on the firms marketing the products. Do not assume that using a contract manufacturer or selling another company’s brand removes every responsibility that may apply to your business.

Choose a sales channel

Compare current terms directly with each platform before choosing; fees, features, and rules can change. A channel is not a substitute for checking U.S. product obligations.
Is makeup a cosmetic, a drug, or both?
The intended use of a product—including its marketing claims—matters. The FDA defines cosmetics to include products intended for cleansing, beautifying, promoting attractiveness, or altering appearance. Lipstick, nail polish, and eye and face makeup are examples. See the FDA’s Cosmetics & U.S. Law.
A product may also be a drug if it is intended to treat or prevent disease, or affect the body’s structure or function. Some products fall into both categories. The FDA identifies makeup marketed with sun-protection claims as an example of a product that can be both a cosmetic and a drug. Review the FDA’s explanation of whether a product is a cosmetic, a drug, or both before making claims or preparing a label.

Classification affects the requirements that apply. Do not assume that a product is only a cosmetic because it looks like makeup or is sold in a beauty category.
Do I need FDA approval to sell cosmetics?
Generally, the FDA does not pre-approve cosmetics or their labels before they go to market, but the business marketing the product is responsible for ensuring it is safe under labeled or customary conditions of use and properly labeled. Important exceptions include certain color additives. Firms must not use prohibited ingredients and must follow applicable ingredient restrictions. The FDA summarizes these obligations in Cosmetics & U.S. Law.
Do not describe a cosmetic as “FDA approved” merely because a facility registered or product information was filed. The FDA warns that such claims are misleading. Registration or listing is not an FDA endorsement or approval of a cosmetic.

Do I need to register my cosmetics with the FDA?
The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) established facility registration and cosmetic product listing requirements, along with safety-substantiation and other obligations. Certain small businesses may be exempt from some requirements, but the exemption is not automatic for every small seller. Applicability depends on the business and product circumstances; review the FDA’s current Small Businesses & Homemade Cosmetics fact sheet and relevant law to determine what applies.
Imported cosmetics sold in the United States are subject to the same U.S. laws and regulations as domestically produced cosmetics. State and local requirements can also vary; check with the relevant authorities for your location and operations.

The FDA’s labeling rules call for specific information on the principal display panel and information panel. The summary below is not a complete, product-specific label review.

- Principal display panel: A statement identifying the product and an accurate statement of net quantity.
- Information panel: The name and place of business of the responsible firm. If the named firm is not the manufacturer, the label must accurately say “Manufactured for,” “Distributed by,” or use similar wording.
- Other applicable details: Ingredient declarations, warnings, and product-specific requirements may also apply. Required information generally must be in English for U.S. distribution, subject to the FDA’s stated territory and language exception.
Consult the FDA’s Cosmetics Labeling Regulations, including its Cosmetic Labeling Guide and the applicable regulations in 21 CFR Parts 701 and 740. The FDA does not pre-approve cosmetic labels; the manufacturer or distributor is responsible for compliance.

Claims in a product title, description, advertisement, social post, image, or testimonial can affect how consumers understand the product. Review both explicit promises and implications, especially language that suggests treatment, disease prevention, or an effect on body structure or function.
The Federal Trade Commission says health-related product claims must be truthful, not misleading, and substantiated. The evidence needed depends on the product and claim; claims consumers cannot readily assess, including some health-benefit claims, can face a more exacting substantiation standard. The FTC’s Health Products Compliance Guidance explains the standard. A disclaimer does not automatically fix an unsupported headline claim.

Before publishing a claim, confirm that it describes the specific product accurately and that you have adequate support for it. If the wording makes a therapeutic or SPF promise, resolve whether drug requirements apply before using it.
Can I sell makeup on Amazon?
Amazon includes face, eye, lip, and nail makeup in its Beauty category, but the ability to list one item does not guarantee approval for another. In Seller Central, search for the exact product and check whether it can be listed immediately or requires an application. Amazon describes its current process in How to sell beauty products, published February 17, 2026.
Prepare for a possible application
Depending on the product and application, Amazon may request documents such as:
- Invoices or other evidence of sourcing
- A brand authorization letter
- Product images
- Safety certifications or good manufacturing practice (GMP) documentation
- A Certificate of Analysis
- MoCRA compliance documentation or a business license
The exact request depends on the item and current application. Amazon’s guide also says beauty products should be new and unused, sealed in original packaging, and display identifying codes such as lot numbers; it calls out English labeling and required product information.

Some beauty products may be classified as dangerous goods—for example, products with flammable ingredients or aerosol propellants—and may require special storage, labeling, documentation, or shipping processes. Amazon says solid makeup typically does not require special approval, but that is not a guarantee for every product or listing. Check current Amazon policy for the exact product and destination before sending inventory or listing it.
