You can run a travel-advisor business from home and serve clients online, but the right first step is to choose how you will operate: under a host agency or as a more independent agency. Then check the business, home-use, tax, and seller-of-travel rules that apply where you operate and where you market. “Online travel agency” can also mean an automated booking website; the steps here cover the advisor-led business, not building a self-service booking platform.
Decide what kind of online travel business you are starting
An advisor-led agency sells planning and booking services through a person who works with clients remotely. A self-service online travel agency, by contrast, is a booking platform through which customers search and reserve travel themselves. The regulatory and supplier-distribution requirements for building that kind of platform are a separate subject; the steps below apply to the advisor-led model.
Before choosing software or paying for training, define the clients you intend to serve and the work you will do for them. You might focus on cruises, family trips, group travel, luxury travel, destination expertise, or corporate travel. These are positioning examples, not evidence that one niche is more profitable than another. Decide whether you will charge planning fees, earn supplier commissions, or use a combination, and explain your service and fees clearly to prospective clients.
Do you need to join a host agency?
No. A host agency is one route, not a universal requirement. It can let an independent advisor book under the host’s identifiers and supplier relationships, reducing the need to take on accreditation administration directly. ASTA describes hosting as an option for advisors who do not want the financial and administrative burden of accreditation to issue tickets. IATAN also lists home-based and online agents, including independent consultants working under a host, among the types of applicants it covers.

Before signing with a host, ask who handles supplier access, air ticketing, commission accounting, client support, chargebacks, and compliance. Also clarify who owns client records and what happens to pending commissions and client relationships if the contract ends. ASTA’s general description does not establish the current terms of any particular host, so evaluate the actual contract rather than assuming all hosts provide the same services.
Set up the business and check home-based rules
A home address does not automatically exempt a business from registration, permits, or zoning requirements. The U.S. Small Business Administration notes that business location affects tax, zoning, and regulatory obligations, and that zoning rules can apply even to home-based businesses.

- Choose a business location and structure. Decide where the business is based and what legal structure fits your situation. The SBA’s launch checklist can help organize the questions, but it is not a substitute for jurisdiction-specific advice.
- Choose and register a name where required. Confirm whether your city, county, or state requires registration for the business or its name.
- Check tax registrations. Determine which federal, state, or local tax IDs apply to your business. Requirements depend on your circumstances and location.
- Verify permits and home-use rules. Ask the relevant city or county offices about zoning and home-business restrictions, and check state and local licensing requirements.
- Open a business bank account. Keep business income and expenses separate so you can track cash flow and prepare accurate records.
For tax treatment, entity selection, and local permits, consult the appropriate government office or a qualified professional familiar with your location. Do not assume that operating only through a website changes the rules for a business based at your home.
Do you need a seller of travel license?
There is no single nationwide answer in the materials available here. Some states regulate businesses that sell or advertise travel services, and their systems differ. Check the rules for your business location and intended markets before advertising or taking payment; the examples below are not an exhaustive list of state or foreign requirements.

These state figures illustrate why you should verify current requirements with the regulator; they are not a startup budget or a complete list of costs. The cited guidance does not settle whether a particular out-of-state agency must register in every state where a customer lives. If your service area crosses state lines or the regulator’s guidance is unclear, ask the relevant agency or consult qualified counsel. A host relationship may also involve disclosure responsibilities in some seller-of-travel contexts, so confirm who is responsible for each applicable filing and disclosure.
Do you need an IATA number to sell travel?
Not necessarily. The right identifier depends on your business model and booking needs. IATA directs U.S.-located agencies to IATAN for U.S.-specific options, and its accreditation options vary by business model. The available guidance does not establish that every new advisor needs international IATA accreditation to advise clients or sell every type of travel.

Do not treat TIDS as airline ticketing authority. IATA’s TIDS FAQ says TIDS agents cannot issue airline tickets through its Billing and Settlement Plan (BSP), while IATA-accredited agents can. IATA describes TIDS applications as requiring proof of business identity or registration and other materials, including a supplier recommendation and a government license where applicable. If you plan to sell air travel, ask a prospective host how bookings and ticket issuance are handled before deciding which accreditation route you need.

Write down procedures for quote approval, supplier terms, payment authorization, confirmation delivery, changes, cancellations, disruptions, and escalation. Protect client identity and payment information; IATA identifies PCI certification as relevant to customer-data protection, but the specific privacy and payment-card obligations for your business require separate review.
Find clients and grow without overpromising
Use a defined audience and useful travel expertise to make your offer easy to understand. Publish practical destination or trip-planning content, explain how consultations and bookings work, and give prospective clients a simple way to inquire. State what support is included and when fees or supplier policies apply.
- Track business expenses, revenue, commission timing, and any planning-fee income so you can judge whether the business is financially sustainable.
- Ask clients for feedback and use it to improve your intake, communication, and post-booking service.
- Make claims about savings, supplier access, or commissions only when you can substantiate them.
- Review your host contract, compliance responsibilities, and service capacity before expanding into new destinations, products, or customer markets.
There is no established startup-cost total, typical earnings figure, conversion rate, or proven most-profitable niche in the cited material. Build a budget from your actual business formation, licensing, insurance, training, technology, and marketing needs rather than relying on generic income or startup-cost promises.
