How to Start a Laundry and Dry Cleaning Business in India: 7 Steps

A practical seven-step guide to starting a laundry or dry-cleaning business in India, from validating demand and choosing an operating model to checking local approvals, Udyam and GST.

To start a laundry or dry-cleaning business in India, first test local demand, choose whether to outsource or process garments yourself, and build a location-specific budget. Before signing a lease or installing equipment, verify the premises, trade, fire, water, wastewater and pollution-control requirements for your city and process. There is no single India-wide licence list, startup-cost figure or profit margin that applies to every laundry business.

The seven steps below take you from service choice to a controlled launch, while flagging the central tax and MSME rules that need separate checking.

1. Choose your services and target customer

Decide what you will actually sell. Possible services include wash-and-fold, ironing or pressing, dry cleaning, pickup and delivery, or a combination. Each service affects your equipment, staffing, premises, turnaround promises and compliance checks.

Choose a defined service area and identify the customers you hope to serve: households, students, office workers, hotels, restaurants or other institutions. Treat each group as a demand hypothesis to test, not a guaranteed customer base. For example, a student-focused pickup service and a hospitality laundry contract may require very different pricing, order volumes and operating hours.

Write down the first version of your offer: service area, accepted garment types, collection options, expected turnaround, payment methods and how you will handle stains, delicate items or disputed damage. Keep the offer narrow enough to deliver consistently while you learn what customers request.

2. Validate local demand and prices

Check businesses in the neighbourhoods you might serve. Record their services, prices, turnaround times, pickup coverage and publicly visible customer complaints. Speak with likely customers and nearby businesses about how often they use laundry services, what they currently pay, what they find inconvenient and whether they would try your proposed service.

Build a simple demand estimate from the service area upward rather than relying on a national market-size claim. No authoritative laundry-specific India-wide market-size statistic was established for this guide. Estimate your likely orders, kilograms or items per day, average order value and delivery cost using local conversations and any small-scale trial you can run.

  • Separate one-off interest from recurring demand: ask how frequently a customer would place an order and what would make them switch providers.
  • Check whether delivery economics work: a route with several nearby orders may cost less per order than scattered pickups.
  • Compare like with like. A per-kilogram wash-and-fold price is not directly comparable to per-item dry cleaning or pressing.
  • Use conservative assumptions when planning. Interest expressed in an interview is not the same as a paid repeat order.

3. Choose an operating model

The main decision is whether to collect garments and outsource processing, install your own washing and finishing line, or combine the two. Compare capital requirements, per-order costs, control over turnaround and quality, skills, space, utilities, liability and applicable permissions before choosing.

Collection counter; outsource specialist processing Avoids buying the specialist processing equipment, but adds a supplier charge per order and costs for the counter, tagging, storage and transport. Obtain written supplier terms and quotes. Processing turnaround and quality depend partly on the supplier. Agree who handles re-cleaning, garment damage claims and customer communication. May need less processing space than an in-house plant. Check premises and local requirements for the actual collection, storage and delivery operation.
In-house washing and finishing Requires equipment, installation, fit-out, utilities, consumables, maintenance and working capital. Compare the full installed cost with expected order volume. Offers more direct control over workflow and scheduling, while making the business responsible for process quality and garment handling. Needs suitable water supply, drainage, electrical capacity, ventilation, space and staff skills. Verify wastewater and other site-specific approvals.
Hybrid: process selected services in-house and outsource others Combines equipment and utility costs for in-house work with supplier charges for outsourced work. Define which jobs justify each route. Can provide more control for routine work while retaining a specialist option; the hand-off between the two processes needs clear tracking. Requirements depend on which processes are on site. Dry cleaning in-house adds machinery, solvent-handling and approval considerations.

A Government of India MSME scheme document identifies a dry-to-dry cleaning machine as an equipment category. That reference is not a current price quotation and does not establish that purchasing one is suitable for a small startup. Get current supplier quotations, installation requirements and service terms before budgeting for any machinery.

4. Build a realistic project budget

Do not base a laundry business investment decision on a generic online project-report figure. No current, directly applicable startup-cost or profit dataset was established here, and your costs will depend on the city, premises, equipment, process and scale.

Prepare a written budget using local quotations. Separate one-time setup costs from recurring expenses, and include a contingency and enough working capital to cover a slow start.

  • Premises: deposit, rent during fit-out, permitted-use checks and any building or landlord conditions.
  • Fit-out and utilities: plumbing, drainage, electrical upgrades, ventilation, water storage or treatment if required, and installation.
  • Equipment: washers, dryers, finishing equipment, any dry-cleaning machinery, delivery and installation, maintenance and service contracts.
  • Operations: detergents and other consumables, garment tags, packaging, payment processing, staff, transport and delivery.
  • Launch and working capital: customer acquisition, insurance or professional services where appropriate, and cash for expenses before repeat revenue develops.

For each service, estimate revenue and variable cost per order. A basic contribution estimate is: price collected, less processing or consumables, packaging, payment fees and delivery cost. Then compare the total contribution from your expected orders with fixed monthly costs such as rent, salaries and utilities. Use more than one volume scenario; do not treat a break-even estimate as a promised profit or payback period.

Ask suppliers for written quotes that specify capacity, installation, utility needs, warranty, maintenance and service response. Check whether the quote includes taxes and delivery, and do not assume equipment can be installed at a site before its power, water, drainage and permissions are confirmed.

5. Select the business structure and verify the site

Choose a legal structure with suitable professional advice, taking account of ownership, liability, tax administration and future plans. The right structure is not determined by the laundry service alone.

Before signing a lease or installing machines, check the actual site and process with the relevant local authorities and qualified advisers. Requirements can differ by state, city, building and whether you are collecting garments, washing on site, dry cleaning with solvents or discharging wastewater.

  • Confirm that the premises may be used for the intended business and that the landlord and building rules permit the proposed activity and equipment.
  • Ask the local body about trade permissions or registrations and any establishment requirements that apply to your business.
  • Check building and fire-safety requirements for the site, layout and machinery.
  • Confirm water availability, drainage arrangements and the rules governing wastewater discharge.
  • Ask the State Pollution Control Board which requirements apply to the specific process and site.
  • Review applicable labour obligations before hiring staff.

The Government services portal describes the National Single Window System as a one-stop portal to identify, apply for and track Central and State business approvals. Use it as an approvals-finding tool, then confirm the requirements with the responsible local body and State Pollution Control Board. It does not make an unspecified city’s approval checklist universal.

6. Check Udyam and GST obligations

Udyam registration and MSME classification

Udyam registration is available through the official Ministry of Micro, Small and Medium Enterprises portal. The Ministry states that it is free, paperless, self-declared and does not need renewal; the portal also warns against unauthorized registration services. Use the official portal rather than paying an intermediary for registration.

The Ministry’s revised MSME ceilings took effect on 1 April 2025. Classification uses both investment and turnover criteria:

Micro ₹2.5 crore ₹10 crore
Small ₹25 crore ₹100 crore
Medium ₹125 crore ₹500 crore

These are upper ceilings, not a promise that registration alone makes a business eligible for every MSME benefit. Check the current official portal for classification rules and scheme conditions.

GST rate and registration

CBIC’s rate schedule associated with 29 March 2019 lists washing, cleaning and dyeing services under heading 9997 at 18% for applicable supplies. The schedule gives the intra-state split as 9% central GST plus 9% state GST. The heading includes coin-operated laundry (999711), dry-cleaning (999712), other textile cleaning (999713) and pressing (999714). Confirm current rate notifications and the classification and treatment of your actual supplies with a tax professional before invoicing.

Do not decide whether to register for GST using a threshold figure alone. CBIC’s FAQ gives general threshold guidance of ₹20 lakh, or ₹10 lakh in special category States, but GST law also has exceptions and compulsory-registration cases. Your location, supply pattern and other facts can affect the answer; verify current applicability before charging or collecting GST.

7. Set up the workflow and launch carefully

A small-volume trial can expose process problems before you expand. Set up a repeatable path for every garment, from intake through return, and keep the customer informed at each hand-off.

  1. Record intake: assign an order identifier, count garments, record the requested service and note visible stains or pre-existing damage. Use customer acknowledgement for relevant notes.
  2. Clarify treatment: flag delicate or unusual items, explain any limitations, and get customer approval for treatment choices or additional charges before proceeding.
  3. Separate and track: keep garments distinguishable by customer and service. If you outsource work, record the supplier hand-off and expected return time.
  4. Check quality: inspect completed work against the order, verify garment count and prepare a clear procedure for re-cleaning requests or damage claims.
  5. Complete delivery and payment records: log payment, collection or delivery, and the order’s final status. Plan pickup and delivery routes so their cost is visible in your operating numbers.
  6. Review feedback: ask customers about quality, turnaround and convenience, then adjust capacity or the service offer based on paid repeat demand.

Start with a volume your staff and equipment can handle consistently. Avoid promising a turnaround that depends on an unconfirmed supplier, an untested route or machinery that is not yet installed and approved.
