UK commercial horse keeping
The UK Department for Environment, Food & Rural Affairs (Defra) defines a livery yard as follows: “At a livery yard, horses are housed and cared for in return for payment or reward but are not the property of the livery yard owner.” Its commercial horse-keeping guidance addresses UK context and points operators to welfare codes.
England horse hiring and riding instruction
Separately, England’s statutory guidance says that commercial businesses hiring out horses for riding or giving riding instruction fall within the licensing regime, subject to the guidance’s scope and exceptions. The guidance, updated June 1, 2026, says licensed horse-hiring premises need an annual inspection by a listed vet and records must be kept for at least three years.
