How to Get a Fishing License in Maryland

Maryland fishing licenses depend on water type, residency, and trip length. Learn which license, registration, or trout stamp you need and how to buy it.

To get a Maryland fishing license, choose the license for the water you’ll fish, confirm whether you qualify for an exemption or need a separate registration or trout stamp, then buy through Maryland DNR’s Maryland Outdoors system, a license agent, a regional service center, or by mail. Freshwater and tidal Bay/coastal fishing use different license categories, and nonresident freshwater fees may depend on reciprocity.

1. Identify the water where you’ll fish

Maryland separates recreational fishing licenses by water type. Decide whether you’ll fish non-tidal freshwater, tidal Chesapeake Bay or coastal waters, or both before purchasing.

Check the Maryland Department of Natural Resources (DNR) current license and fee page for the category that fits your trip. DNR’s fee page summarizes the law; unusual eligibility cases should be checked against current Maryland regulations.

2. Check the cost, residency rules, and duration

The following amounts are the fees shown on DNR’s current service page, accessed in 2026. They can change, so verify the live listing before buying.

For nonresident non-tidal fishing, don’t assume there is one statewide price for every visitor: the amount depends on the current DNR fee listing and reciprocity with the angler’s state of residence. The DNR license page has the applicable current fees.

3. Determine whether you need a license, registration, or trout stamp

Anglers under 16

DNR’s current service page says people under 16 do not need a recreational fishing license. For unusual age or eligibility situations, check the current rules rather than relying on older forms.

Fishing in tidal waters without an individual license

Being exempt from an individual tidal fishing license does not always eliminate registration. Some anglers need the free Maryland Saltwater Angler Registration to fish the Chesapeake Bay or tidal Potomac River. DNR’s eligibility chart includes circumstances involving qualifying boat decals, waterfront property owners and family members, Virginia saltwater license holders, and designated license-free areas; it also identifies cases where registration is not required. Check the DNR saltwater registration and eligibility chart for your exact situation. DNR states that Maryland registration means you do not also need to register with NOAA.

Fishing for trout in non-tidal waters

Anglers age 16 or older who catch, try to catch, or possess trout in non-tidal waters need a trout stamp. DNR lists the stamp at $20 for residents and $30 for nonresidents. The $12 Resident Senior Consolidated license does not include the trout stamp.

Fishing in a license-free area

DNR identifies certain locations where a fishing license is not required. For license-free areas in tidal water, a free Maryland/PRFC angler registration is also required. Check the DNR license-free fishing areas page for the location and registration rule before you go.

4. Buy through Maryland DNR

  1. Online: Start from DNR’s application instructions and follow the link to Maryland Outdoors. DNR estimates that an online purchase takes less than 10 minutes; most licenses are available immediately after purchase. That time is the agency’s service estimate, not an independent test.
  2. In person: Buy from a Maryland DNR sport license agent or regional service center. DNR lists more than 250 agents statewide; its agent search can be filtered by region, county, or city.
  3. By mail: Download the fishing application from the DNR forms page, mail it with a check for the applicable fees to the appropriate DNR service center, and do not send cash.

For all purchase methods, use the current DNR fee listing to confirm the license category and amount before submitting payment.
