To find a good tax preparer, match the person’s experience and credentials to your return, verify their qualifications and disciplinary history, agree on fees and follow-up support, and review the complete return before signing. For a U.S. federal return, a paid preparer must have a valid IRS Preparer Tax Identification Number (PTIN) and sign the return; a PTIN by itself does not prove expertise or give the preparer broad rights to represent you before the IRS.
Choose a preparer for the return you actually have
Start by listing the parts of your tax situation that need attention: income sources, deductions and credits, business or rental activity, investment transactions, and states where you earned income or filed. Ask whether the preparer regularly handles returns with those features. A straightforward return may not require the same specialist as business income, rental property, multistate income, or complex investments.
Decide whether you may also need help dealing with the IRS after filing. Representation rights differ by credential, so a preparer who can complete a return may not be able to represent you in an audit, collection matter, or appeal.
Understand credentials and IRS representation rights
The IRS recognizes several types of preparers, but credentials are not interchangeable. CPAs, attorneys, and enrolled agents have unlimited representation rights before the IRS. Enrolled agents are licensed by the IRS and must meet examination or qualifying-experience requirements and continuing-education requirements. Annual Filing Season Program (AFSP) participants have limited practice rights under program rules. A preparer with a PTIN but no professional credential and no AFSP participation can prepare federal returns but generally cannot represent clients before the IRS.

These distinctions do not make one credential the automatic best choice for every taxpayer. Ask what credential the candidate holds, where it is active, and whether they can represent you in the kind of IRS matter you are concerned about.
Find candidates and check their qualifications
- Build a short list. Ask people you trust for referrals, search the IRS Directory of Federal Tax Return Preparers with Credentials and Select Qualifications, and check relevant professional associations.
- Verify the credential and history. For a CPA or attorney, check the applicable state licensing authority for current status and disciplinary history. Ask the preparer about professional association membership and any disciplinary history. The regulator and lookup process depend on the credential and jurisdiction.
- Ask about training and similar work. Confirm how often the candidate prepares returns like yours, what education or training they have in relevant areas, and whether they will personally prepare or review your return.
The IRS directory covers specified credential holders and AFSP participants; it is not a complete list of paid preparers. IRS guidance says it may omit otherwise valid preparers, including noncredentialed preparers who are not AFSP participants and some who opt out. Not appearing in the directory is a reason to ask more questions, not proof of misconduct.

Compare fees, services, and availability before hiring
Get the total fee and scope of service in writing or otherwise clearly agreed before work begins. Ask whether the quoted fee includes state returns, amended returns, and help responding to IRS notices, and what could change the price. Avoid preparers whose fees are based on a percentage of your refund.
Clarify who will prepare and review the return, how you can reach that person after filing season, and whether follow-up questions or IRS correspondence are included or billed separately. Ask how documents are protected and whether the preparer will e-file the return. The IRS says most refunds are issued in fewer than 21 days when taxpayers e-file a complete and accurate return and choose direct deposit; that is conditional guidance, not a guarantee for an individual return.

Questions to ask a tax preparer
- What kinds of returns do you prepare most often, and how many like mine have you handled?
- Who will prepare and review my return?
- What credential do you hold, where is it active, and what representation rights do you have before the IRS?
- What is your total fee, what services are included, and what could make the fee change?
- Will you be available if I have questions or the IRS contacts me later?
- Will you e-file my return, and what documents will you need from me?
- Will you ask me for records to support my income, deductions, and credits?
- Will I receive a complete copy of the return before it is filed?
A responsible preparer may ask follow-up questions or request records before claiming deductions or credits. That is part of checking that the return’s information is supported, not necessarily a sign that the preparer doubts you.
Watch for warning signs and protect yourself
- The preparer promises a larger refund than others without first reviewing your records or bases the fee on your refund amount.
- The preparer asks you to deposit your refund into their own account.
- The preparer refuses to sign the return or provide a PTIN.
- The preparer asks you to sign a blank or incomplete return.
Before signing, review every line, ask about entries that are unclear or inaccurate, and check the routing and account numbers for any direct deposit. Keep a complete copy of the filed return and your supporting documents. As the IRS puts it, “Taxpayers are ultimately responsible for all the information on their federal tax return, regardless of who prepares the return.”

If you suspect misconduct, follow the IRS’s current instructions for complaints about tax return preparers. IRS guidance identifies Form 14157 for complaints and Form 14157-A when a preparer filed or changed a return without your consent.
