Start with one measurable goal, choose a fitting reward and format, publish the rules clearly, and test the full customer experience before launch.
Start with the behavior you want to encourage
Choose one business objective before choosing points, stamps, or software. A program should encourage a defined action—such as another visit or purchase—not simply discount transactions that would have happened anyway. Decide who is eligible and what counts toward earning a reward.
Set a practical baseline so you can assess whether the program is useful: for example, track repeat visits or purchases among participants over a defined period. Compare the reward and administration costs with the value the program appears to create. There is no source-supported universal lift or return-on-investment figure, so avoid treating a promised percentage increase as a reliable planning assumption.
Choose a reward customers can understand and you can fulfill
Make the earning rule, reward value, eligibility, exclusions, and redemption steps concrete. Customers should be able to tell what they need to do, what they will receive, and when they can use it. Set the reward at a level that feels worthwhile to customers while remaining sustainable for the business.

Redemption is part of the product, not an afterthought. Explain where customers can see their progress, how they redeem, how long fulfillment takes, and where to ask for help. If a reward depends on a merchant partner, make the handoff and responsibility for resolving problems clear.
Select a format that fits the way you operate
A paper punch card can suit a simple visit-based offer. The CFPB’s Regulation E interpretation recognizes merchant retention programs that provide cards or coupons redeemable toward goods, services, or monetary value for purchases or visits; it does not establish that paper cards are best for a particular business. Digital or POS-integrated options may be more practical when transaction records, several locations, account recovery, or customer support are important.

Compare the customer effort to join and redeem as carefully as the setup burden for your team. A feature-rich system is not automatically a better fit if customers cannot easily understand or use the reward.
Put the rules where customers can see them
State material conditions before customers join or take an action toward a reward. Avoid marketing a benefit in a way that creates an expectation, then relying on vague terms or buried conditions to take it away. In Circular 2024-07, the Consumer Financial Protection Bureau (CFPB) warned that credit-card rewards operators may create legal risk when they materially devalue accrued rewards, deny them through buried or vague conditions, or deduct points without providing the promised benefit. The circular says its examples are illustrative and non-exhaustive; it is not a complete legal guide for every merchant loyalty program.

“When rewards operators influence consumers’ expectations about the value of rewards in their product or marketing efforts (e.g., to support customer acquisition, retention, or increased purchase volume), but later make decisions to deflate the overall value of accrued rewards, they may have engaged in actions that resemble a traditional ‘bait-and-switch’ scheme.”
That statement is from the CFPB’s 2024 circular and concerns rewards operators’ conduct and consumer expectations. For a merchant program, the practical lesson is to make the promise match what customers can earn and redeem, and to communicate changes clearly rather than depending on fine print.

Test the customer journey and plan for failures
Before launch, walk through each stage as a customer and as a staff member. Document the expected result and who can fix a problem at every step.
- Enrollment: Check that a customer can join using the information and steps you describe.
- Earning: Make a qualifying purchase or visit and confirm the reward is credited under the published rules.
- Progress: Verify that the customer can see an accurate balance or status.
- Redemption: Redeem the reward through the advertised channel and confirm the promised benefit is delivered on the stated timing.
- Support and correction: Give customers a clear way to report missing points, a failed redemption, or an incorrect balance, and establish how staff investigate and correct errors.
- Account and data requests: If the program is digital, determine how account closure and data requests are handled, and how access is protected.
The CFPB’s consumer report describes complaints involving rewards devaluation, hidden conditions, and redemptions disrupted by customer service, technical glitches, or merchant partners. The FTC’s Marriott/Starwood action also described order provisions concerning deletion requests tied to loyalty account identifiers and review or restoration of stolen points under specified conditions. That action is a concrete reminder to plan for account protection and support; its provisions should not be treated as rules applying identically to every merchant.

Measure whether the program remains worthwhile
Review participation, repeat behavior, reward redemptions, fulfillment problems, and operating costs on a schedule that suits your business. Check whether customers can use the reward without confusion and whether staff can apply the rules consistently. If customers rarely redeem, struggle to understand the offer, or repeatedly need corrections, revisit the design and communication before adding complexity.
Keep conclusions proportionate to what you measure. CFPB figures offer context for the credit-card rewards market, not a benchmark for a small merchant’s program: the bureau reported that consumers earned more than $40 billion in rewards from major general-purpose credit cards in 2022, more than 50% above 2019; it also reported more than $33 billion in consumer rewards balances at the end of 2022, 40% above 2019 Q4. Those figures do not establish how much a merchant program should cost or what results it should produce.
