How a Shifting Games Industry Is Affecting Developers and Publishers

Layoffs, contested AI adoption, mixed platform priorities and funding choices are reshaping how game developers and publishers plan projects and revenue.

For game developers, industry change is showing up first in job security and funding: layoffs remain widespread in survey responses, while studios face contested AI adoption and difficult choices about how to finance and release games. For publishers, those pressures shape the projects they fund, the teams they support, and the ways they try to earn revenue over time. The evidence points to a mixed transition, not one platform, tool, or business model taking over.

Layoffs are changing the financial outlook for game workers

The Game Developers Conference’s 2026 State of the Game Industry survey, which drew more than 2,300 industry professionals and used tailored surveys for different participant groups, found that 28% of respondents had been laid off in the prior two years. Among U.S. respondents, the figure was 33%. Half said their current or most recent employer had conducted layoffs in the prior 12 months. These are self-reported survey results, not a complete count of jobs lost across the industry.

Risk varies by studio type and career stage

Two-thirds of respondents at AAA studios and one-third at indie studios said their companies had conducted layoffs. The report also found that 74% of its smaller student respondent group were concerned about future job prospects, citing entry-level job scarcity, competition from experienced laid-off workers, and possible displacement linked to AI. The student figure describes that group’s views, not the proportion of all game students facing unemployment.

GDC’s 2025 survey reported that 11% of developers had been laid off in the previous year. That one-year measure is not directly comparable with the 2026 survey’s two-year retrospective, so it should not be read as a year-over-year change in the share of workers losing jobs.

Workforce security is also a policy issue

Among U.S.-based respondents to the 2026 GDC survey, 82% supported unionization of game industry workers, 5% opposed it, and 13% were unsure. This is a U.S.-specific survey finding; it does not establish support levels elsewhere or predict how many studios will unionize.

Generative AI is being used, but its impact remains contested

In the 2026 GDC survey, 36% of all respondents said they used generative-AI tools in their jobs. The share was 30% among respondents at game studios and 58% among those at publishing companies, support teams, and marketing or PR firms. Reported use therefore differs by workplace role; it does not show that AI has improved productivity or replaced a particular number of jobs.

Common reported uses are task-specific

Among respondents reporting use, research or brainstorming was the leading stated use at 81%. Code assistance and everyday tasks such as writing email were each reported by 47%. These are reported use cases, not measured results or evidence that the tools are suitable for every studio’s workflow.

Negative sentiment is much more common than positive sentiment

In the same GDC report, 52% of respondents thought generative AI was having a negative impact on the game industry, compared with 7% who thought its impact was positive. The report gives the negative share as 30% in its 2025 report and 18% the year before; survey context and possible methodological changes mean the three figures should not automatically be treated as a perfectly comparable trend line. Adoption and opinion measure different things: the fact that some workers use tools does not mean they welcome the broader effects.

Engine and platform choices are varied, not settled

GDC’s 2026 respondents named Unreal Engine as their primary development engine at a rate of 42%, and Unity at 30%. These figures describe the surveyed developers, not the engines’ share of all games or a recommendation for a particular project.

Platform interest also reflects different roles and audiences. Among surveyed executives, 73% placed PC among their top three next-generation platforms of interest. Separately, 28% of developer respondents said they were making or optimizing games for Steam Deck, while 40% expressed interest in developing for it. Interest is not the same as active development or demonstrated commercial demand.

For a studio making a platform or engine decision, these survey results are context rather than a substitute for project-level budgeting. Relevant questions include whether the team already has the required skills, what audience the game is designed to reach, how much porting and support work is affordable, and whether there is commercial evidence for that specific game.

Developers use multiple routes to finance games

In GDC’s 2025 survey, 56% of respondents said they had put their own money into game creation, while 28% identified project-based or publishing deals as a funding source. The survey does not establish which approach is better, and those figures should not be treated as exclusive choices: a studio may use more than one source.

Self-funding 56% of GDC 2025 respondents said they had self-funded game creation. How much personal or studio capital can be put at risk, and how long can the project continue before it needs revenue or additional financing?
Project-based or publishing deal 28% of GDC 2025 respondents identified this as a funding source. What are the project’s actual payment schedule, rights, obligations, and delivery conditions? The survey reports no contract terms.

For a publisher, financing choices affect which projects it can support and the delivery and commercial risks it takes on. For a developer, the headline funding source alone does not reveal the cost of capital, degree of creative control, or contractual risk. Those depend on the specific agreement; the survey percentages cannot answer them.

Live-service ambitions come with both revenue potential and workload

GDC’s 2025 survey found that 33% of AAA developer respondents were working on a live-service game, compared with 16% across all respondents. At the same time, 41% said they were not interested in developing live-service games. Respondents cited potential financial and community benefits as well as oversaturation, difficulty retaining players, creative stagnation, monetization concerns, and burnout.

That divide matters financially because an ongoing game is not simply a one-time launch decision: it can require continued content and operations, while future player retention and revenue remain uncertain. The survey describes developers’ reported activity and views; it does not quantify a live-service game’s typical cost, profitability, or chances of success.

BCG expects more experimentation with how games earn revenue

In its Video Gaming Report 2026, published December 9, 2025, Boston Consulting Group describes a cautious recovery from the post-pandemic slowdown and expects further convergence among console, mobile, and PC gaming. Its global online gamer survey included 2,972 people and fieldwork from July 9–18, 2025. Because it surveyed gamers rather than industry workers, it is a consumer study, not a measure of developers’ or publishers’ finances.

BCG’s outlook points to cloud gaming, user-generated content, AI, and app-store changes as part of the landscape, and recommends that companies consider a broader set of monetization approaches. These are strategic analysis and forecasts, not outcomes already established across the industry.

Tiered pricing Can different price points serve distinct audience or product needs without making the offer confusing?
Staggered release windowing Could release timing across channels or platforms support the intended audience and revenue plan, and what is the cost of delaying availability elsewhere?
Subscriptions Does subscription access fit the game’s audience and expected play pattern, and how does the arrangement affect launch revenue and longer-term visibility?
In-game transactions or downloadable content Can additional purchases fit the game and its audience while supporting the ongoing development and operations they may require?
In-game advertising Would advertising suit the game and its players, and what trade-off might it create for the experience?

The table frames questions to test against a specific project; it does not imply that BCG quantified the returns or risks of each option. Revenue strategy should be assessed alongside audience fit, development and live-operations demands, time to revenue, discoverability, and the game’s potential long tail.

What the evidence can—and cannot—tell readers

The GDC reports capture what their respondents said about work, tools, platforms, funding, and business models. They are useful evidence of pressures and priorities among surveyed groups, but they are not a census of every studio, worker, or game. BCG’s report adds a dated consumer survey and strategic outlook, not proof that its projected growth or monetization approaches will materialize.

Together, the findings show why developers and publishers are making consequential decisions under uncertainty: teams are managing workforce disruption, evaluating tools with sharply divided sentiment, and balancing funding and release models that carry different demands. The available figures do not establish a single winning engine, platform, financing route, or way to monetize a game.
