On 2 April, the Progressive Electoral Trust recorded contributions from 15 Tata companies and distributed ₹757.6 crore to the BJP. That sequence—four weeks apart—deserves scrutiny, but the public records described here do not establish that the approvals and donations were exchanged or that any law was broken.
What the Cabinet approved
The Union Cabinet, chaired by Prime Minister Narendra Modi, approved three semiconductor units on 29 February 2024—not just the two associated with Tata. The third was a CG Power project with Renesas and Stars Microelectronics.
The two Tata projects
- Dholera, Gujarat: Tata Electronics’ proposed semiconductor fabrication plant with Taiwan’s PSMC. The government announced an investment of ₹91,000 crore.
- Morigaon, Assam: Tata Electronics’ proposed assembly and test facility, announced at an investment of ₹27,000 crore.
Those figures are announced project investments, not subsidy amounts. The government separately described a ₹76,000 crore total outlay for its semiconductor programme; that programme-wide figure is not the value of either Tata project.
Who gave the money, and who received it?
The immediate donor to the BJP was the Progressive Electoral Trust. Its Election Commission of India filing records contributions from 15 corporate entities, including Tata Sons, Tata Consultancy Services and Tata Steel, followed by distributions to ten political parties. Calling this simply “a Tata Group donation” compresses two steps: companies contributed to the trust, and the trust then distributed funds to parties.

The BJP amount was far greater than the trust’s reported distribution to Congress. That comparison applies only to this trust’s reported disbursements; it is not a comparison of all corporate funding received by the parties. The filing reports ₹9.15 billion in total contributions received, ₹300,000 more than its listed party distributions. The records cited here do not explain that balance, so no reason can be inferred from it.
Why a 2025 filing shows a 2024 transaction date
The trust’s filing appeared in an FY 2024–25 submission to the Election Commission in 2025, while the transactions at issue were reported as occurring on 2 April 2024. The filing includes a letter explaining that the online form had defaulted the transaction-date field to 24 October 2025. The trust asked readers to treat the contributions and donations as dated 2 April 2024. Scroll also reported that date and described the transfer as four weeks after the Cabinet approvals.

Thus, 24 October 2025 is the date displayed in the online record, not the transaction date the trust says should be used. The disclosed date places the transfer before voting began in the 2024 Lok Sabha election, which ran from 19 April to 1 June.
What “BJP’s biggest donor” means here
Scroll described the trust’s BJP disbursement as the largest party donation disclosed at the time of its report, published on 27 November 2025. That is a time-bound description of a disclosed donation, not a permanent ranking of every donor or funding channel. The underlying filing supports a more precise formulation: the Progressive Electoral Trust reported distributing the stated amount to the BJP, after receiving contributions from 15 companies, including Tata companies.

The trust filing is distinct from the electoral-bond disclosures. Those data came through a separate process involving SBI-supplied bond records published by the Election Commission following Supreme Court directions. They should not be merged with the Progressive Electoral Trust’s contribution and distribution records.

The documentary chronology establishes that the Cabinet approved the three semiconductor units on 29 February 2024 and that the trust reported the Tata-company contributions and party distributions on 2 April. The interval is a legitimate reason to ask questions about political access and decision-making, but timing alone does not show that one event caused the other.

Al Jazeera’s reporting quotes the Supreme Court as saying that political contributions “give a seat at the table to the contributor” and that access “also translates into influence over policymaking.” Those are quotations as relayed by that report; they do not establish that these specific project approvals were connected to these specific contributions.
Scroll reported that, by publication, it had not received responses to its questions to Tata Sons or the Ministry of Electronics and Information Technology. An unanswered request is not an admission or proof of wrongdoing. The records described here establish contributions, distributions, project approvals and their dates; they do not establish intent, a bargain, a quid pro quo or a legal violation.
