How Is South Africa’s Fishing Industry Doing? Jobs, Output and Key Risks

South Africa’s fishing industry remains economically important, but stock conditions vary by fishery, aquaculture production fell in 2023, and rights questions shape its outlook.

South Africa’s fishing industry remains important to coastal livelihoods, food supply and exports, but it is not uniformly thriving: wild fisheries differ by stock, aquaculture production fell in 2023, and rights and resource questions add uncertainty. Official estimates put the sector’s economic contribution at a small share of national GDP, while its local importance is much larger than that national figure suggests.

How large is South Africa’s fishing industry?

The official figures describe different measures, not a single consistent series. The South Africa Yearbook 2024/25 estimates total fisheries output at about 600,000 tonnes, worth around R6 billion, with the value dependent heavily on pelagic catches. A separate government overview puts the sector’s annual value at around R8 billion and its contribution at roughly 0.1% of GDP; the page does not specify a clear data year for those estimates. The figures should not be treated as competing estimates of the same calculation or as a trend over time.

The same distinction matters for jobs. The Yearbook reports industry estimates of about 27,000 direct jobs—16,000 primary and 11,000 secondary or tertiary—and 81,000 indirect jobs. The government overview gives an approximate direct-employment figure of 28,000. These are estimates from government summaries, not a precise employment census, and the totals should not be added together.

Commercial resources include hake, anchovy, sardine, horse mackerel, tuna, snoek, rock lobster and abalone on the west coast, alongside squid, linefish and intertidal resources on the east coast. These fisheries connect the sector to exports and coastal economies, but national output and job estimates alone cannot show whether access, income or benefits are distributed evenly.

Is South Africa’s fish stock declining?

There is no single stock-health verdict for all South African fisheries. The Department of Forestry, Fisheries and the Environment’s (DFFE) Status of South African Marine Fishery Resources 2025 reports analysis based largely on research available through 2024. It assesses stock status and fishing pressure separately: a stock may be classified by its condition while the pressure from fishing receives its own rating. Both systems include an unknown category when information is insufficient or conflicting.

Assessments rely on available catch, effort and biological data, and short-lived species can change markedly between years. A stock below its target level does not, by itself, prove that fishing alone caused the condition. DFFE identifies fishing, environmental fluctuations and past management as possible influences. Rebuilding a depleted stock may take years or decades, depending on fishing pressure, the species’ biology and environmental variation. The report’s framework therefore does not support describing the entire industry’s fish stocks as either healthy or collapsing.

What does aquaculture contribute?

Aquaculture is a potential way to diversify seafood supply and support employment, but its latest figures in the supplied official yearbook show contraction rather than continuous growth. DFFE’s Aquaculture Yearbook 2024 reports on 2023: 179 operational farms across all nine provinces—39 marine and 140 freshwater—and total production of 8,668.66 tonnes, including seaweed. That was 23.81% below the 11,377.21 tonnes recorded in 2022.

The output mix shows both the opportunity and the limits. Aquaculture can generate export value—abalone dominated reported export revenue—but the overall volume is modest and concentrated in a few products. The reported 3,236 jobs are aquaculture employment, not an alternative estimate for the entire fishing industry. DFFE identifies funding, skills, infrastructure and market access as areas relevant to the sector’s development.

How are fishing rights and transformation affecting the outlook?

Access to commercial fishing is specific to the fishery and permit. DFFE’s permit-conditions page lists rules that can cover fishing areas, gear, catch limits, reporting and vessel specifications. As a result, sector-wide economic figures do not establish that a particular operator has access to a fishery or can fish under a particular set of conditions.

Rights allocation remains a source of regulatory uncertainty. On 31 October 2025, DFFE announced that it would ask a court to review and set aside appeal decisions in the 2021/22 small-pelagic anchovy and sardine rights process. The department said existing rights and total allowable catch arrangements set out in the appeal decision would remain in effect while its self-review was pending. The DFFE announcement does not establish that the court matter has since been resolved.

Transformation measures also need to be read precisely. In a February 2024 release, DFFE reported black shareholding of 82.08% for small-pelagic sardine and 84.68% for anchovy. Those are allocation-related ownership measures for the named sectors; they do not establish pay equality, workforce composition, effective control or ownership across the whole fishing value chain.

There is also a policy development relevant to aquaculture, but it should not be mistaken for enacted legislation. DFFE’s 2024/25 annual report says the Aquaculture Development Bill was submitted to Cabinet for recommendation to Parliament in March 2025, with parliamentary submission planned after a Cabinet recommendation in financial year 2025/26.

What does the 2026 sardine event mean?

DFFE reported sardine mortalities in the Gqeberha area in 2026 and said the scale of the event and its impact on the stock were uncertain. A 9 August 2026 investigation update described work to assess the event and the stock. A subsequent DFFE update said no further mortalities had been reported and that a scientific working group would consider mortality reports, laboratory results, fishing and catch information before advising on directed-fishery management.

Those notices describe an investigation and management review, not a final finding about sardine stock condition. The reported mortalities should not be used on their own to infer whether the stock is declining or what the fishery’s longer-term status will be.

What would show that the industry is improving?

A useful assessment needs to separate the resource, production, jobs and access questions rather than rely on one headline number. The evidence points to a sector that remains economically and socially significant, but whose performance and risks vary by fishery and activity.

  • Wild fisheries: follow stock status and fishing pressure by species, including the uncertainty in assessments and the time rebuilding may require.
  • Aquaculture: watch whether production recovers from its 2023 fall, alongside its employment, export concentration and ability to address funding, skills, infrastructure and market access.
  • Regulation and access: track the outcome of rights-allocation proceedings and whether commercial access is predictable for operators and fishing communities.
  • Distribution: distinguish rights-holder ownership measures from broader questions about employment, pay, control and value-chain participation.

South Africa’s fishing industry is best described as important but under pressure and in transition. Its prospects depend on managing different stocks according to their conditions, sustaining reliable access rules and turning aquaculture’s diversification potential into resilient production—not on assuming that every fishery is doing equally well.
