There is no single current global total for fishing capacity measured as potential catch or effort in the authoritative figures available. The latest global fleet count located is 4.9 million fishing vessels in 2022, reported by the FAO in 2024—but vessel count is not the same as how much fish the fleet could catch. Separately, the FAO reports about 92 million tonnes of capture-fisheries output in 2024: actual production, not potential capacity.
What “fishing capacity” means
The FAO defines fishing capacity as the potential output of a vessel or fleet if fully utilized over a stated period, given the fish stocks available and the technology used. Capacity can also be expressed in terms of productive inputs or the ability to generate fishing effort. It is therefore not a fixed synonym for the number of boats: it depends on what is being fished, the condition of the stocks, and the fleet’s technology.
Capacity also needs a benchmark. In fisheries management, target capacity is the level of potential catch consistent with management objectives for sustainable fisheries. Excess capacity is capacity above that target. Because the target depends on both biological conditions and policy choices, a claim about excess capacity should identify the target it uses.
The latest global figures—and what they measure
| Figure | Reference period and source | What it measures | What it does not measure |
|---|---|---|---|
| 4.9 million vessels | World fleet estimate for 2022; FAO report published in 2024 | The reported number of fishing vessels worldwide. The FAO revised this estimate; its earlier reported count was 5.3 million vessels in 2019. | Potential catch, fishing effort, or a global capacity total. |
| About 92 million tonnes | Capture-fisheries output in 2024; FAO report published in 2026 | Fish actually produced through capture fisheries. The FAO reports global capture output in a range of 86–94 million tonnes since the late 1980s. | The maximum amount the fleet could catch if fully utilized. |
These numbers answer different questions: one counts vessels and the other reports realized production. Neither can be converted into a global potential-capacity figure by itself. Vessel counts do not show each boat’s power, gear, time spent fishing, or efficiency; catch records what was produced, not what could have been produced under full utilization.

Why a global capacity total is difficult to calculate
Different measures are not interchangeable
Capacity estimates may use inputs such as vessel numbers, gross tonnage, engine power, or gear. Other methods estimate fishing effort or potential catch. A vessel with different gear, power, or fishing time can have very different productive capacity, and the relationship between inputs and output varies among fleets and fisheries. A number reported in one unit cannot automatically be compared with a number reported in another.
Capacity depends on stocks and technology
The same fleet can have different potential output depending on fish-stock biomass and age structure, as well as available technology and utilization. A capacity estimate therefore needs to specify the fish stocks and period it covers and the assumptions about how intensively vessels operate. It is not simply a permanent attribute of a fleet.

Combining fleets and fisheries creates data problems
Fleets interact with different fish stocks, sometimes across regions and national boundaries. A consistent regional or global estimate needs a common way to account for those fleet–stock interactions. Data coverage is also incomplete: in a 2026 statement to the FAO fisheries-management subcommittee, the European Union said many States lack vessel-length data or sufficiently current, disaggregated records, and that small vessels are underrepresented.
How capacity is managed in practice
Management systems use indicators suited to their fleets and rules; these are useful for managing a jurisdiction but do not add up automatically to a global capacity measure. In the European Union, for example, each country has capacity ceilings expressed in kilowatts and gross tonnage. EU countries report annually on capacity relative to fishing opportunities. Under the EU entry-exit system, a new vessel can enter only after the same capacity has been removed.

- Small Fishing landing net is made of sturdy netting and Aluminum handle; ensure long term performance and reliable use. Suitable catch small fish in salt water and fresh water!
- The fixed handle is 10", total handle with hoop is 20.5 inches, allows for the extra reach needed to get to your catch, great for kids and adults.
- Lightweight soft mesh will not damage fish, making it a perfect tool for both beginner and advanced fishermen to use for catch and release.
- Fishing net with handle is foldable, easy fit into a storage or rod locker.

FAO technical guidance links capacity management to preventing overfishing and aligning fishing effort with the productive capacity of fishery resources. To interpret any reported capacity or excess-capacity figure, check the unit, period, fleet and stock coverage, whether it measures inputs, effort, potential catch, or actual catch, and the management target used as its benchmark.

- Identify the metric. Is the figure a vessel count, an input such as gross tonnage or engine power, an estimate of effort, potential catch, or actual landings?
- Check the scope and date. Establish the reference year, geographic coverage, and which fleets and gears are included.
- Look for assumptions. A potential-catch estimate should state its stock conditions and utilization assumptions; a claim about excess capacity should also name its target or sustainability benchmark.
- Do not compare unlike quantities. Figures based on different units, coverage, or assumptions are not direct estimates of the same thing.
For the headline question, the careful answer is that the world fleet was reported at 4.9 million vessels in 2022, but the figures cited here do not establish a single current global total for its potential fishing capacity.
