Employment indicators improved on some measures, while continued demand for rural public work and shifts toward self-employment show why the year cannot be described as a straightforward jobs recovery—or as proof that the new laws had already improved workers’ lives.
What changed in India’s labour policy in 2021?
The central reform was the consolidation of 29 central labour laws into four codes. The Economic Survey 2020–21 described the package as a major reform intended to simplify the legal framework across wages, industrial relations, workplace conditions and social security.
For an assessment of 2021, however, passage and notification must be separated from implementation. The codes were not operational that year, so changes in wages, bargaining rights, safety or social-security coverage cannot be attributed to their effects. A later Ministry of Labour and Employment status report in 2024 said an implementation date had not been set.

What happened to employment in India in 2021?
The Periodic Labour Force Survey (PLFS) recorded an improvement in the usual-status unemployment rate for July 2020–June 2021. The Ministry of Finance’s Economic Survey 2022–23 summary reports 4.2%, compared with 5.8% in 2018–19. These are annual-period survey measures, not a real-time monthly count.

The increase in rural female labour force participation is a sign of greater measured participation, not by itself proof of secure or well-paid work. The same official summary notes that self-employment’s share increased in 2020–21 while the share of regular wage or salaried workers declined compared with 2019–20. A lower unemployment rate therefore does not answer whether jobs became more stable, better paid or higher quality.
Was the recovery broad-based?
The Economic Survey 2021–22 said headline employment indicators had nearly returned to pre-pandemic levels in the last quarter of 2020–21. At the same time, demand for work under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) stabilised after the second COVID-19 surge but remained above its pre-pandemic level.
These indicators describe different parts of the labour market. The aggregate recovery signal coexisted with continued reliance on the rural employment guarantee, consistent with lingering economic pressure for some households. They do not establish that a particular policy caused the recovery or explain how conditions varied by state, occupation or worker group.

What did e-Shram achieve?
The e-Shram portal created a registration route for unorganised workers. The Ministry of Finance’s Economic Survey 2022–23 summary reported 28.5 crore workers registered. That figure indicates substantial administrative coverage and increased visibility of workers in the unorganised sector.
Registration totals do not show whether registrants found jobs, received benefits, gained formal employment or obtained portable social protection. Those outcomes require evidence beyond the number enrolled.

How did social dialogue feature in the recovery agenda?
In the final quarter of 2021, the International Labour Organization documented a national tripartite conference held with the Ministry of Labour and Employment on a human-centred recovery from COVID-19 in India. Tripartite dialogue brings government, employer and worker constituencies into discussion of labour policy and decent work. The conference record establishes that this dialogue took place; it does not measure its effect on employment.
How should 2021 be judged?
India’s 2021 record is best understood as a year of policy transition alongside pandemic recovery. Consolidation of 29 laws into four codes was a significant legislative step, but the codes had not taken effect. Survey indicators showed lower usual-status unemployment and higher rural female labour force participation than in 2018–19, while the changing mix of work and elevated MGNREGS demand complicate a simple improvement narrative. The available figures describe conditions and policy activity; they do not establish that the reforms caused better employment or job quality.
