A bookie is a bookmaker: a person or business that accepts or negotiates bets. Bookmakers offer odds and betting terms, whether in person or remotely. Whether a particular bookmaker may legally serve you depends on your location and the operator’s authorization there.
What does “bookie” mean?
“Bookie” is the familiar, informal term for a bookmaker. In UK legislation, a bookmaker is a person who carries on a business of receiving or negotiating bets or conducting pool betting, or who holds themselves out in business as doing so. The Gambling Act 2005, section 5 sets out that definition.
Bookmakers may operate at physical premises, online, or through both channels, depending on the market and the law that applies. The formal term used by regulators and government sources is usually “bookmaker.”
How does a bookmaker make money?
A bookmaker offers conditions for a wager, commonly expressed as odds. Those odds set the potential return for a winning bet. The bookmaker’s business model is to set odds and terms across betting activity so that, over time and across outcomes, the aggregate terms favor the business. That does not mean the bookmaker wins every bet or every event; an individual wager can result in a loss for the bookmaker.

HMRC describes bookmakers calculating and quoting odds over time so that the aggregate odds favor the bookmaker. It also notes that a bookmaker may place bets as part of the trade—a practice known as “laying off.” This is a description of the business model, not a guarantee of profit on any particular wager. See HMRC’s BIM22018 guidance.
Are bookies legal?
There is no single worldwide answer. Gambling rules and licensing systems are specific to jurisdictions, and an operator’s authorization in one place does not establish that it may serve customers elsewhere. These examples illustrate the local differences:
