How Electric Vehicles Are Changing the Indian Automobile Industry

India’s EV transition is changing more than vehicle sales: policy supports adoption, buses, charging infrastructure and domestic manufacturing, though scheme targets and market figures measure different things.

Electric vehicles are changing India’s automobile industry on several fronts: more vehicles are being sold and used, government policy is supporting both adoption and infrastructure, and manufacturing programmes are intended to build domestic capabilities. The transition is growing, but the available figures measure different things—new-vehicle sales, vehicles on the road, scheme-supported purchases, and planned chargers—and should not be treated as interchangeable.

EV adoption is rising, but the measures tell different stories

NITI Aayog reports that EVs accounted for 0.5% of total new-vehicle sales in 2018 and 7.7% in 2024. It also reports more than 6.5 million EVs operating on Indian roads as of June 2025. The first figures describe a share of annual new sales; the latter is a count of vehicles in use at a particular date. Neither is the same as the number of vehicles subsidised by a government scheme.

The national trend does not mean adoption is uniform. Sales and charging access can vary by state and vehicle segment, and the national figures do not show how frequently vehicles are used or whether public chargers are reliable or busy.

The transition looks different across vehicle segments

FAME-II supported electric two-, three- and four-wheelers, as well as buses. Its dated segment figures offer a view of which vehicle categories received scheme support—not a complete count of all EV sales in India.

These figures come from a Ministry of Heavy Industries progress release in August 2025. They are scheme-supported counts, not market shares or a breakdown of every EV on Indian roads. The cited figures do not establish comparable adoption levels for trucks.

Two-wheelers and three-wheelers

These categories account for most of the vehicles in FAME-II’s reported supported-unit breakdown. Their scale makes them important to the industry’s transition, but the counts alone do not establish the total market size, the economics for an individual owner, or how adoption is distributed across states.

Passenger vehicles

The reported FAME-II support for four-wheelers was much lower than for two-wheelers. That is a count of vehicles receiving support under the scheme, not evidence that total passenger-EV sales were limited to that number. It also cannot be used to compare market share without a matching total-sales denominator and date.

Buses

Bus deployment is another part of the shift. The Ministry reported 5,165 electric buses deployed under FAME-II as of 1 July 2025, then reported 5,299 as of 31 July 2026. These are cumulative scheme progress figures at different cutoffs; the later figure does not change the earlier one’s reporting date.

Government policy has moved from FAME-II to PM E-DRIVE

What FAME-II delivered

The five-year FAME-II scheme ran from 1 April 2019 to 31 March 2024, with ₹11,500 crore in budgetary support. It provided demand incentives for electric two-, three- and four-wheelers, grants for electric buses, and support for public charging stations.

A Ministry of Heavy Industries statement in August 2026 reported approximately 16.72 lakh EVs supported under FAME-II and 5,299 electric buses deployed as of 31 July 2026. The approximately 16.72 lakh figure is a later aggregate scheme total; it should not be added to the earlier segment breakdown, which has a different cutoff and reporting basis.

What PM E-DRIVE announced

Announced in September 2024, PM E-DRIVE set out ₹10,900 crore over two years for measures that include purchase incentives, public charging infrastructure, phased manufacturing, and upgrades to testing agencies. The Cabinet announcement also listed planned fast-charger numbers:

These are announcement figures, not confirmation that every planned charger has been installed or commissioned. A scheme’s budget and targets show policy intent; they do not, on their own, prove completed deployment or commercial success.

Charging infrastructure is growing, but counts need context

NITI Aayog’s 2025 report counted 25,000 public EV charging stations as of October 2024. A Ministry of Heavy Industries release reported 8,885 public charging stations installed under FAME-II as of 1 July 2025. These totals have different reporting scopes and dates: the FAME-II figure is scheme-specific, while the NITI Aayog figure is a broader reported count. They are not contradictory or directly comparable measures of the same set of stations.

Station counts do not show charger uptime, capacity, usage, or convenience for a particular route. Nor do national totals establish equal access in every city or state. PM E-DRIVE’s charging allocation and planned charger numbers indicate that infrastructure is part of the policy approach, but they should not be presented as completed installations.

Manufacturing policy aims to build domestic capability

India’s EV transition is also an industrial-policy project. The government announced a ₹25,938 crore outlay for the Production Linked Incentive scheme for the automobile and auto-component industry (PLI-Auto), focused on advanced automotive technology products, including EV-related capabilities. FAME-II’s phased manufacturing programme also linked incentives to compliance with domestic-manufacturing requirements.

Together, these measures connect demand-side support, which encourages purchases, with supply-side programmes intended to develop manufacturing. The policy direction is clear; the cited scheme announcements do not establish how much domestic value has been added, which suppliers have become profitable, how many jobs have been created, or the extent of technology transfer.

What these changes mean for the industry—and what the figures cannot prove

EVs are changing the industry through a combination of vehicle adoption, public-sector bus procurement, charging investment, and incentives aimed at manufacturing and technology capability. That is broader than a change in what individual consumers drive: it affects the policy and infrastructure environment in which vehicle makers, suppliers, fleet operators, and buyers make decisions.

For readers assessing the transition, keep the evidence categories separate:

  • New-vehicle sales share: NITI Aayog’s 0.5% for 2018 and 7.7% for 2024 describe EVs as a share of total new-vehicle sales in those years.
  • Vehicles on the road: NITI Aayog’s more than 6.5 million figure is the reported EV stock as of June 2025.
  • Scheme-supported vehicles: FAME-II counts apply to vehicles supported by that programme, with figures tied to their stated reporting dates.
  • Infrastructure counts and targets: installed-station totals have different scopes, while PM E-DRIVE’s announced charger numbers are plans rather than proof of commissioning.

Official figures document a larger EV presence and substantial policy activity. They do not by themselves answer questions about purchase or ownership costs, charger reliability, emissions saved, industry profitability, or the pace at which domestic supply chains will mature.
