Casinos can make gambling more engaging through game mechanics and sensory feedback, but the clearest evidence concerns electronic gambling machines (EGMs)—not a universal effect of casino-floor décor. A machine’s random outcome is presented through reels, sounds, lights and messages that can shape how a play feels. Those cues do not make the next result predictable.
How electronic gambling machines shape a play
Modern EGMs are computers. In a 2017 overview focused on Australian-style machines, the Australian Institute of Family Studies (AIFS) describes a random number generator supplying an outcome that is displayed through a virtual reel map and pay table. The underlying configuration is often called the game maths. Players see the designed display, but its animation and sound do not reveal or forecast the next random result. [AIFS: How electronic gambling machines work]
AIFS describes machines as combining game structure with presentation: sounds and melodies can accompany rewards, while flashing lights and animations reinforce themes and outcomes. Its paper also discusses features such as credit insertion, bet size, display configuration, free spins, near misses, losses disguised as wins and unclear price information. These observations concern the machine context it examines; settings and rules vary across jurisdictions.
AIFS characterizes EGMs as “computers utilising sophisticated techniques, designed to maximise spending and ‘time on device’ per user.” That is the institution’s summary of machine design, not a measured claim that every machine or feature has the same effect on every player.

Why near misses and small returns can feel like wins
Near misses
A near miss is an outcome that looks close to a winning combination but is not a win. A 2017 systematic review by Harrigan and colleagues selected 51 human-participant experimental studies from an initial pool of 802; the studies covered research published from 1991 through 2015. The review found that near misses motivated continued play, while their effects on emotion and betting varied. It does not establish a universal effect or quantify how much an individual will spend. [Systematic review indexed by PubMed]
Losses disguised as wins
A loss disguised as a win (LDW) occurs when a machine returns less than the player staked but presents the result with win-like feedback. For example, a return smaller than the wager can be accompanied by celebratory sound or visuals even though the player has lost money overall. The same review linked LDWs to players overestimating how much they had won and found they were consistently viewed as exciting. The outcome’s net value and its celebratory presentation are different things.

Why casino ambience is harder to assess
Lighting, colour and sound are discussed among gambling-product characteristics that may encourage continued play in a 2023 House of Commons committee report. But the evidence cited here does not establish a reliable causal estimate for how much a particular casino’s lighting, scent, floor plan, sightlines or lack of clocks changes an individual visitor’s gambling. Machine-level sensory cues are better documented than a general claim that a specific room layout makes people gamble more. [House of Commons Culture, Media and Sport Committee: Gambling regulation]
Design is not destiny: the same report notes that product risk can differ with the person and circumstances. A feature’s presence alone cannot tell you how a particular person will respond.

What current rules say—and where they apply
| Jurisdiction and product | Rule or evaluation | Scope |
|---|---|---|
| Great Britain: specified gambling products | The UK Gambling Commission’s RTS 14 addresses responsible product design. Requirements include not actively encouraging loss-chasing or increasing a decided gambling amount, limits on simultaneous games for relevant products, restrictions on speeding outcomes, and no celebratory win-associated effects when a return is no greater than the stake. | The provisions apply to specified products, not every gambling experience worldwide. The page was last updated 12 January 2026. [UK Gambling Commission: RTS 14] |
| Victoria, Australia: gaming machines | Revision 12.1 of the Gaming Machine National Standard and Victorian Appendix took effect on 1 August 2026. The regulator describes changes including no celebratory audio or visual effects for an LDW and a prohibition on programmable near misses. | These are Victoria-specific machine standards; they do not describe rules in other jurisdictions. [Victorian Gambling and Casino Control Commission: technical standards] |
| Great Britain: online slots | In its 8 June 2023 assessment of changes introduced in October 2021, the UK Gambling Commission found some evidence of reduced play intensity, no increase in staking activity in response to spin-speed limits, and no significant negative effect on reported enjoyment. It also observed decreases in the proportions of highest-value stakes and sessions lasting longer than an hour, while overall general engagement with slots rose over the same period. | This was an evaluation of online slots, not physical casino décor or a universal ranking of gambling products. [UK Gambling Commission: Assessment of Online Games Design changes] |
The Commission’s evaluation drew on quarterly survey inputs: approximately 2,000 adults aged 18 and over in its Great Britain Online Tracker survey and 1,000 adults aged 16 and over in its Telephone Survey. These are sample sizes for the assessment’s evidence inputs, not counts of casino visitors. [UK Gambling Commission: assessment and methods]

Because fast play and engaging feedback can make it harder to notice cumulative spending, use concrete limits you can check rather than relying on how a game feels. This is a practical safeguard, not a guarantee against harm.

- Take a break if you find yourself chasing losses, repeatedly withdrawing cash, borrowing to gamble, feeling distressed or unable to stop. These are possible warning signs, not a clinical diagnosis.
Venue safeguards also differ by jurisdiction. New Zealand’s Department of Internal Affairs says venues must display information and provide pamphlets about gambling hazards and assistance; its staff guidance names repeated cash withdrawals for gambling, borrowing, distress and appearing unable to stop as possible indicators of harm.
