For freshwater fishing in New Jersey, most anglers age 16 and older need a fishing license; anglers fishing for or possessing trout or salmon also need a trout stamp unless exempt. For recreational saltwater fishing, New Jersey does not issue a state license: most anglers age 16 and older must instead register for free with the NJ Saltwater Recreational Registry Program. You can buy a freshwater license online through the state’s electronic licensing system or from a license agent.

First, identify the water you will fish

New Jersey uses different authorization rules for freshwater and saltwater. Freshwater fishing generally requires a license for anglers age 16 and older, including on privately owned waters. Saltwater fishing uses a free registry rather than a recreational fishing license. Fresh tidal waters can complicate the boundary, so check NJDEP’s current regulations and location guidance before fishing a specific tidal-water spot.

NJDEP’s official freshwater license information and purchase links are on its freshwater fishing license page. Saltwater anglers should use the state’s Saltwater Recreational Registry Program.

Who qualifies for a resident license or an exemption

To qualify as a resident, you generally must have lived in New Jersey for six months immediately before obtaining the license. Active-duty U.S. military members can buy a resident license regardless of current residency by showing active-duty identification at a license agent. Eligible New Jersey National Guard members have a separate free-license program; check NJDEP’s freshwater license information for eligibility details.

Residents age 70 and older do not need a fishing license or trout stamp. Farmers and immediate family members who live on the farm may fish on their own farm without a license, but they must still follow fishing regulations.

When you need a trout stamp

If you fish for or possess trout or salmon, you need both the fishing license and a trout stamp unless you qualify for an exemption. The stamp is required even if you release the trout. NJDEP states that the resident age-70-and-older exemption applies to the stamp requirement as well. See the state’s freshwater licensing page for current details.

How to buy a freshwater license

  1. Choose your purchase route. Use NJDEP’s official license page to reach its electronic licensing system or locate a license agent.
  2. Set up your customer account if needed. A first-time buyer creates an account and receives a lifetime Conservation Identification Number (CID). Online resident license purchases require a New Jersey driver license.
  3. Complete the annual Child Support Certification. NJDEP requires this certification each calendar year for a fishing license or related permit or registration. You can complete it online before purchasing or at an agent; it remains valid through December 31 of the year completed. Details are on NJDEP’s Child Support Certification page.
  4. Select the fishing license and any required stamp. Add the trout stamp if you will fish for or possess trout or salmon and are not exempt.
  5. Save or print the license. NJDEP allows home printing. An optional durable green license copy costs $2. Licenses expire on December 31 of the purchase year, even if you buy one late in the year.

Some anglers may qualify for NJDEP’s discounted Fishing Buddy program. NJDEP describes eligible pairs as a new angler with a returning angler, or two new anglers; some people who already qualify for other discounted or free licenses are excluded. Check the program page for current prices, requirements and purchase instructions.

Saltwater fishing requires registration, not a license

New Jersey says it has no recreational saltwater fishing license. Its Saltwater Recreational Registry is free, and NJDEP emphasizes: “This Registry is NOT a License.” Individual anglers age 16 and older generally must register if they recreationally fish with a handline or rod and line, spearfish or fish by hand in New Jersey marine or fresh tidal waters, or fish in marine waters outside New Jersey and land their catch in New Jersey.

NJDEP lists exemptions that include anglers under 16 and people who fish solely from for-hire party or charter vessels registered with the New Jersey program. The registry page also says anglers with a valid federal saltwater registry registration or a qualifying other-state license must register with New Jersey for free. Because the rules depend on where and how you fish, consult the current state registry page for the precise requirement and registration steps.
