Indian Household Debt Was Rising Before COVID-19—and Continued to Rise After

RBI’s selected-liability series shows household debt rising before the pandemic, though revised data vintages report different GDP ratios. Here’s how to read the figures alongside household survey and wealth measures.

Yes. The Reserve Bank of India’s selected financial-liability series shows household liabilities rising between June 2019 and March 2020, before India’s COVID-19 disruption. In the RBI table published in May 2022, the ratio went from 33.7% to 35.4% of GDP. A later RBI bulletin revised those same quarter figures to 33.1% and 34.8%, respectively. Both vintages show a 1.7-percentage-point increase, but their levels differ because the underlying estimates were revised.

What the RBI figures say about debt before the pandemic

The RBI’s May 17, 2022 table puts household financial liabilities at 33.7% of GDP in June 2019 and 35.4% in March 2020. March 2020 is the end of India’s fiscal year and the quarter immediately before the nationwide COVID-19 lockdown began. The figures support the conclusion that the selected-liability measure was already rising before the pandemic’s major domestic effects. RBI household assets and liabilities table, May 2022.

The RBI’s February 17, 2023 bulletin gives revised ratios of 33.1% for June 2019 and 34.8% for March 2020. That vintage also shows a 1.7-percentage-point rise. The bulletin’s GDP denominator uses a later national-income estimate than the 2022 table, so the two pairs should be treated as separate versions of the series, not combined into one timeline. These are aggregate financial liabilities expressed relative to GDP—not a measure of the average Indian household’s debt, nor a count of how many households owe money. RBI’s quarterly compilation covers selected financial instruments for which data are available, including loans from banks, non-banking financial companies (NBFCs), and housing finance companies. It is not a census of every household liability.

How to read “household debt” without mixing measures

Several official statistics describe household borrowing, but their units, reference dates, and populations differ. They answer different questions and should not be compared as if they were one continuous series.

Household indebtedness in the NSO survey

The NSO’s All India Debt & Investment Survey, 77th round, measured assets and liabilities as of June 30, 2018. The Press Information Bureau’s summary reports indebtedness incidence of about 35% for rural households and 22.4% for urban households. These percentages indicate the incidence of indebtedness in the survey, not how large aggregate debt was relative to GDP. The survey also distinguishes institutional from non-institutional borrowing. Household liabilities and borrower averages

A 2025 Lok Sabha answer reproduces RBI household financial-liability figures of ₹7.7 lakh crore and 3.9% of GDP for 2019-20. It also presents average debt per live unique borrower, but explicitly cautions that this is not average debt per Indian citizen. The borrower statistic concerns people with live borrowing records; it should not be substituted for the RBI’s household balance-sheet measure. What happened to household debt after March 2020

The increase did not stop at the start of the pandemic. RBI’s analysis of 2022-23 reports household debt at 39.4% of GDP at end-March 2023, up from 38.1% a year earlier. RBI attributed the rise in household liabilities to greater borrowing from banks and NBFCs. The comparison establishes that the ratio continued to rise; by itself, it does not show that the pandemic was the sole cause. RBI Bulletin household sector analysis through 2022-23.

Does rising debt mean households became poorer?

Not necessarily. Gross debt is only one part of a household balance sheet: assets matter too. In the same 2022-23 discussion, RBI said household net financial wealth remained above its pre-pandemic position in 2019-20. A separate RBI article estimating household financial wealth from June 2011 through March 2023 included listed equity holdings but excluded non-financial assets such as housing. Its authors summarized the relationship this way: “While households have leveraged up, their debt to financial assets ratio has remained stable.” That finding concerns debt relative to financial assets, not total net worth including housing or a claim that every household was financially secure. The evidence therefore supports a specific conclusion: RBI’s selected financial-liability measure was already increasing before the pandemic, and it rose further in later observations. The exact pre-pandemic ratio depends on the RBI data vintage and its GDP denominator; household survey incidence and debt-per-borrower figures describe different things.
