You can buy a Steam game for a friend abroad by selecting “This is a gift” at checkout and choosing them from your Friends List—but Steam may block the purchase when regional price differences apply. If the game cannot be gifted, try an official Steam digital gift card instead, provided Steam allows the transaction for your countries.

Why Steam may block a gift to another region
Steam restricts some gifts across purchase regions because of regional price differences. Steam Support explains: “Due to regional price differences, some gifts cannot be sent to recipients located in other purchase regions.” Check the game’s Store page for territory restrictions; checkout may also flag a restriction. Steam Support cannot remove these limits. Steam Gifts
A friend living in another country is not automatically ineligible. The relevant issue is whether Steam permits that particular gift between the purchase regions. If your friend is not selectable or checkout blocks the purchase, do not switch to another country’s store to force it through.

Use a Steam digital gift card if the game is blocked
When Steam will not let you gift the specific game, an official digital Steam gift card is the direct alternative. You send it through Steam to a friend, and after they accept it, the value is added to their Steam Wallet and converted into their currency. Your friend can then choose what to buy. Steam Digital Gift Cards
Gift cards have country restrictions of their own. Steam says restrictions are shown during checkout and when you select a recipient, so check the transaction for your friend rather than assuming every country pair is supported. If Steam does not allow the gift card either, do not try to bypass the restriction. Steam Digital Gift Cards

What to check when a gift will not go through
-
Your friend is grayed out: They may already own the game. Steam does not allow you to transfer a game you already own as a gift; gifts are one-time transfers of a new purchase.
-
Steam reports a territory restriction: The gift may be blocked between your purchase regions. Check the Store page and checkout notice, then consider a digital gift card if Steam permits it.

Digital or physical Steam gift card?
Steam supports both digital and physical gift cards. A digital card is the practical option to investigate for a friend abroad because Steam delivers it through the account and converts its value into the recipient’s currency after acceptance. Physical cards can be redeemed for Steam purchases, but Steam’s cited product information does not establish cross-border mailing or availability in a particular destination market.
