Legislation passed in December 2025 removed the meal requirement for hotels and taverns serving alcohol on Good Friday and Christmas Day. Those venues may now serve from 10am to midnight for consumption on the premises, but packaged liquor sales remain prohibited on both days.
From industry proposal to law
The original call for change came from Australian Hotels Association WA chief executive Bradley Woods. PerthNow reported that he argued patrons should not have to order a full meal to buy a beer or glass of wine on Good Friday. “We have an opportunity to make a Good Friday a great Friday by removing the current requirement for patrons to have a full meal when ordering a beer or glass of wine.”
The debate had a practical example: Optus Stadium and The Camfield had received special permission to serve alcohol for an AFL match on Good Friday. That example illustrated an exemption; it did not mean the general rule had already changed or that all hospitality businesses supported the proposal.
In April 2025, the WA Government announced plans to remove the holiday meal restrictions. The Liquor Control Amendment Bill 2025 passed Parliament in December 2025, and the government’s current guidance reflects the changed rules.

What hotels and taverns can do now
For hotels and taverns, the current rules on both Good Friday and Christmas Day are:
- Hours: trade from 10am to midnight.
- Meals: serve alcohol without requiring customers to buy a meal.
- Where the drink is consumed: alcohol service is for consumption on the premises.
- Packaged liquor: sales are not permitted on either holiday.
These rules concern hotels and taverns specifically. WA’s guidance sets conditions by licence type, so the hours and permissions should not be assumed to apply in the same way to small bars, producers or clubs. A venue or customer checking another category should consult the current WA Government licence-type guidance.

How the Good Friday rule differed before the change
The WA Government described the previous Good Friday rule as allowing alcohol service only with a meal, from noon to 10pm, unless an exemption applied. The change therefore affected both the meal condition and the permitted trading window for the hotel and tavern rules described in current guidance. The sources cited here do not establish that every licence class had identical previous or revised conditions.
What the change does—and does not—show
The government presented the reform as part of wider changes to WA liquor laws. A 2022 consultation on The Next Chapter of WA’s Liquor Laws received almost 200 submissions, according to the Department of Local Government, Industry Regulation and Safety. That number counts consultation responses; it is not a tally of support for removing the holiday meal condition.

The cited government material describes the reform and its legislative progress, but it does not provide a named original statistic demonstrating that the change increased venue revenue or tourism, or changed alcohol-related harm. The passage of the law establishes the rule change, not its measured economic or public-health effects.
