HEC’s September 25, 2025 announcement also calls professional certifications mandatory, but the policy and announcement reviewed here do not establish the details or formal implementation of a blanket certification graduation condition.
What HEC announced on September 25, 2025
HEC said it had directed public and private universities and degree-awarding institutions to make professional internships and industry-relevant certifications part of undergraduate degree programmes. The announcement describes the initiative as building on the Undergraduate Education Policy 2023. HEC’s announcement specifies a minimum supervised internship of three credit hours across undergraduate programmes.
Internships
HEC encourages institutions to arrange placements with companies, small and medium-sized enterprises, and public-sector organizations. It also points to online internship platforms and remote work as possible routes. The announcement sets a credit-hour minimum; it does not identify a single placement format that every student must use.
Certifications
The announcement advises universities to integrate industry-relevant credentials from recognized national or international bodies. It identifies Computing and IT, Health Care, Construction, the High-Tech and Digital Economy, and Financial Institutions as priority sectors, and refers to a high-demand-skills list communicated by the Ministry of Overseas Pakistanis and Human Resource Development. The release does not name approved credentials or providers. HEC’s release therefore is not a provider endorsement or a credential-approval list.

What the published undergraduate policy requires
HEC’s Undergraduate Education Policy V 1.1 applies to associate and bachelor’s degree programs offered by Pakistani universities and degree-awarding institutes. In its field experience/internship section, it makes a three-credit-hour requirement a condition of awarding undergraduate or equivalent degrees. The policy describes the experience as six to eight weeks, preferably during a semester or summer break, and says a faculty member grades it in collaboration with the field supervisor. HEC states: “This is a mandatory degree award requirement of 3 credit hours for all undergraduate/equivalent degree programs.”
Associate degrees are treated differently: the policy applies the internship requirement only when it is prescribed by the relevant accreditation council, National Curriculum Review Committee, or university. Students should not assume the bachelor’s rule applies identically to every associate degree.

Are certifications a graduation requirement?
HEC’s 2025 announcement uses mandatory language for professional certifications, but the relevant provisions of the published V 1.1 policy do not state a parallel blanket certification requirement for graduation. The announcement and policy, on their own, do not settle whether such a condition has been formally implemented for every program, which semester it applies from, or what exceptions or enforcement rules apply. Students should check the current requirements with their university or HEC rather than treating the release as a complete list of binding certification rules.
When certification credits may count
HEC says universities may accept credit hours for some certifications when the credential aligns with course learning outcomes and comes from a credible, recognized body. In Computer Science and IT programs, the announcement says certain international certifications equivalent to three credit hours may replace elective courses. This is conditional: it does not mean every certification automatically earns credit or that a student can choose a credential without university approval.

What to check with your university
Before enrolling in a certification course or arranging an internship, ask the department or registrar for written confirmation of the requirements that apply to your program and intake. Check these points:
- Whether the program is a bachelor’s or associate degree and which policy provisions apply.
- For an internship, the expected duration, credit registration, supervision, grading, and approved placement arrangements.
- For a certification, whether the university recognizes the credential and whether it fits the program’s course learning outcomes.
- Whether certification credit is accepted, and whether a specific elective can be replaced; do not assume a credential itself satisfies a graduation condition.
These checks matter because HEC’s announcement provides implementation considerations, not a published ranking of certification providers or a definitive approved-credential list. The official materials cited here do not establish a particular employment effect from either requirement.
