Is it the same as the HAL–Rolls-Royce facility in Bengaluru?
No. IAMPL’s own historical media page describes an earlier purpose-built manufacturing facility near HAL airport in Bengaluru. That site was stated to cover 7,200 m² and was intended to produce components for the Trent family of civil aero engines and marine and energy gas turbines, with production planned to begin in 2012. Their announcement covered an Authorized Maintenance Centre for Adour Mk871 engines, a letter of intent concerning Adour parts, and HAL supply of forgings—including shrouds, cases and seals—for Trent and Pearl 15 engines. The release identified HAL’s Bengaluru Foundry and Forge Division as the manufacturing site for those forgings.
