The widely repeated $1.5 billion figure is an estimate attributed to unnamed industry analysts—not a confirmed Rockstar or Take-Two budget. Without an official figure and comparable accounting, it is not established that GTA 6 will be the most expensive game ever.
Did Rockstar confirm GTA 6’s budget?
No. GameSpot reports that neither Rockstar nor its parent company, Take-Two Interactive, has disclosed a production-budget figure. Take-Two CEO Strauss Zelnick has described the game as expensive, but did not give a number. In a quote reproduced by GameSpot from a Bloomberg interview, Zelnick said: “We try to give them unlimited financial, creative human resources and then they aim to deliver perfection.” That describes the company’s stated approach, not the game’s cost. GameSpot’s report
Where did the $1.5 billion figure come from?
GameSpot reports that unnamed industry analysts quoted by Business Insider estimated the budget could reach $1.5 billion. It is an analyst estimate relayed through press coverage, not a number disclosed by Rockstar or Take-Two. The $1–2 billion range also circulates in unverified reports; repetition does not make it confirmed. GameSpot’s report
Would that make GTA 6 the most expensive game ever?
That cannot be stated as fact on the available figures. GTA 6’s budget is unknown, and published game-budget numbers may count different things. A development-only estimate is not directly comparable with a total that also includes marketing, distribution, licensing, or years of post-launch support. Estimates may also differ in date and currency basis, including whether historical figures are adjusted for inflation. No apples-to-apples all-time ranking is established by the available reporting.

How does GTA 6 compare with GTA: San Andreas?
GamesRadar reports that Grand Theft Auto: San Andreas had a budget of roughly $10 million, citing a December 2004 Wall Street Journal report and a contemporary quote attributed to then-Take-Two president Paul Eibeler, who said the game was made for less than $10 million. It offers historical context, but it is not an audited comparison with GTA 6’s unknown budget. GamesRadar’s comparison
The same GamesRadar article says San Andreas had sold more than 12 million copies roughly 16 months after its October 2004 launch. Its illustration multiplies that figure by an assumed $50 base price to get about $600 million in gross sales. That calculation is not a report of publisher receipts or profit, and it does not establish a development-budget comparison.
