Fremantle Council supported plans for the first stage of a proposed Woolstores Shopping Centre redevelopment, but Council support was not the final development approval: the Metropolitan South-West Joint Development Assessment Panel (JDAP) was the decision-maker. The proposal was for a three-storey commercial building with a supermarket, small liquor store, offices and a childcare centre. Streetkid Industries reported a $14 million development value and that the JDAP approved the application on 30 January 2023; those details are secondary-source figures.
What did the Woolstores application propose?
The City of Fremantle’s record for application DAP005/22 describes revised plans for a three-storey commercial building at 28 Cantonment Street. The proposed uses were a supermarket, small liquor store, offices and childcare. The Western Australian Planning Commission’s January 2023 agenda identifies the proposal as Stage 1A of a wider, four-stage redevelopment.
Streetkid Industries’ project history reports a development value of $14 million and a supermarket area of 3,594 m². Those figures are reported by Streetkid Industries in 2022; they are not independently verified here against the panel’s determination record.
Who made the planning decision?
The City says the application was handled through the Metropolitan South-West JDAP process because its value exceeded the relevant threshold. Under that process, the City’s Planning Committee reviewed the City’s report, while the JDAP—not Council—made the development decision. Council’s support or recommendation should therefore not be described as the approval itself.

Streetkid Industries reports that the Metro Inner-South JDAP approved the application on 30 January 2023. The City’s page uses the name Metropolitan South-West JDAP. Because those sources differ on the panel name, and the final conditions are not established by the available records summarized here, the approval date and panel naming should be checked against the official determination before being stated without qualification or described as unconditional.
How does Stage 1 fit into the wider redevelopment?
The Commission’s January 2023 agenda describes a four-stage concept for the site. The later stages are not established as approved by the Stage 1 decision.

Is this the same as the earlier Woolstores redevelopment application?
No. The City records an earlier, separate application, DAP003/19, for a six-storey mixed-use development at the Woolstores site. That proposal included a supermarket and specialty retail, offices, childcare, 141 hotel rooms and police station offices. The City says Council recommended it for approval on 25 March 2020 and the JDAP made the final decision on 7 April 2020. It should not be confused with the three-storey Stage 1 proposal under DAP005/22.
