The earlier headline that the license “may be in jeopardy” described a 2023 procedural development—not the FCC’s final decision. This concerns a local broadcast station, not the Fox News cable channel.
What happened to Fox 29’s license?
Fox Television Stations, LLC applied to renew WTXF-TV’s broadcast license on April 3, 2023. On July 3, 2023, the Media and Democracy Project and several co-petitioners asked the FCC to deny the application; other individuals and organizations filed informal objections. The FCC opened MB Docket No. 23-293 and designated the proceeding permit-but-disclose on August 23, 2023. The FCC’s 2023 notice describes the application, filings, docket and procedural designation.
That designation allowed public participation and required disclosure of certain communications with the agency. It did not mean the FCC had found a violation or decided that renewal should be denied. The merits were resolved later: in an order released January 16, 2025, the FCC Media Bureau denied the petition and objections and granted the renewal. The Commission’s order concludes: “Accordingly, we grant the renewal application and renew the license of WTXF-TV, Philadelphia, PA.” Read the FCC Media Bureau’s order.
Why did the FCC grant renewal?
The FCC said WTXF-TV had served the public interest, convenience, and necessity during its license term and met the renewal requirements. It found that the petitioners had not made the showing required to warrant further inquiry under the applicable standard. The order also said that reviewing particular broadcast content in a renewal proceeding as petitioners requested would conflict with the FCC’s First Amendment obligations and the Communications Act’s prohibition on censorship. Those are the Commission’s stated reasons in this case, not a blanket rule that every complaint about a station’s programming is irrelevant.

As general context, Fox Corporation’s 2026 annual report says broadcast licenses may be issued for a maximum term of eight years and are generally renewed when the station has served the public interest, has no serious violations, and has no other violations that together indicate a pattern of abuse. Fox Corporation’s 2026 annual report summarizes that framework.
How the 2023 and 2025 actions differ
| Stage | What happened | What it meant |
|---|---|---|
| August 23, 2023 | The FCC designated the renewal proceeding permit-but-disclose and established a public docket. | Procedural opportunity for participation and disclosure; no decision on whether renewal should be granted. |
| January 16, 2025 | The FCC denied the petition and informal objections and granted WTXF-TV’s renewal. | Final disposition of the renewal proceeding described here: the station’s renewal was granted. |
What happens next?
Fox Corporation’s 2026 annual report says the next renewal cycle for its full-power broadcast licenses will commence in June 2028. That is a company-wide cycle date; it does not mean WTXF-TV’s 2023 proceeding remains open. The report also mentions a license from the preceding cycle under administrative appeal but does not identify the station, so it does not establish that the appeal concerns WTXF-TV.
