Joondalup’s reduced parking fees have been in force since 1 July 2025. The practical headline rates are $2 an hour and $5 a day at the City’s listed open-air carparks, compared with $2 an hour and $8 a day for outer-CBD on-street parking. In the Inner CBD, the first 30 minutes are free, but drivers must start a session at a meter or through EasyPark, and a two-hour cap applies.
How much does parking cost in Joondalup?
The City of Joondalup’s fee changes took effect on 1 July 2025. The City’s fee announcement and parking locations information distinguish on-street parking, open-air carparks and the secure multistorey carpark at Reid Promenade.

Open-air carparks
The City lists the $2 hourly and $5 daily rates for Central Walk, Central Park West, Collier Pass, Davidson Terrace, McLarty Avenue and Lawley Court. Its locations page says there are seven open-air carparks, but the fee announcement’s list appears to name six distinct sites. Check the City’s current map and fee information for the complete list rather than assuming those six are the only facilities.
How to claim the free 30 minutes
- Park in an Inner CBD bay where the City’s free-period offer applies, and read the sign for that bay.
- Start a parking session using EasyPark or the parking meter. The City says activation is required to use the free time.
- Keep within the two-hour cap and follow any instructions shown by the meter, app or sign.
Do not assume that parking is free merely because you have been parked for less than 30 minutes: the City’s instructions require a session to be started.

When is parking free?
The City says street parking and open-air carparks are free on weekends and public holidays, with no time restrictions. Always check the signs at the specific location and look for special event arrangements before relying on that general rule.
Why were the fees reduced?
The change was presented as a way to encourage drivers to use city-centre carparks, attract visitors and keep parking financially sustainable. A 21 March 2025 PerthNow report quoted a City report describing the city-centre carparks as “underutilised” and, despite providing a financial return, potentially “under-performing.” The City report said the proposed approach aimed to increase carpark use and city-centre visitation while remaining financially sustainable.

PerthNow reported that the City expected a revised operating surplus of $2.1 million from parking fee revenue in 2024–25 under the existing approach, and projected a $554,521 surplus under the new fee structure, directed to a future parking-related fund. These were figures reported at the proposal stage, not measured results after the changes took effect. The same report said most off-street daily fees would fall from around $11 to $5, while some hourly fees would rise from $1.60 to $2. So the “$6 a day” reduction in the original headline was not a universal saving at every bay.
In its minutes for the 24 March 2026 Council meeting, the City described the Parking Fees Strategy principles as availability, utilisation, economic development, flexibility, financial sustainability, value for money, customer experience, and ease of management and operation. The minutes said the reductions were intended to support economic activity and businesses while retaining sufficient parking availability. They describe the policy rationale; they do not, by themselves, show whether those outcomes occurred.

What is known about the results?
The City’s published information establishes the effective date and current fee rules, while the March 2025 report records the aims and financial projections associated with the proposal. These sources do not establish whether parking utilisation, city-centre visitation or business activity actually increased after implementation. Treat the stated benefits as objectives, not confirmed results.
