Do Fans From Five Nations Need a U.S. Visa Bond for the World Cup?

The U.S. lists Algeria, Cabo Verde, Cote D’Ivoire, Senegal and Tunisia in its visa-bond program, but no fixed $15,000 charge applies to every fan. The amount is set at interview, and current World Cup waiver status is unconfirmed.

No—not every fan must pay a $15,000 bond. The U.S. Department of State’s guidance, last updated October 2, 2026, lists Algeria, Cabo Verde, Cote D’Ivoire, Senegal and Tunisia among countries subject to its visa-bond program. For an otherwise eligible B-1/B-2 applicant, the consular officer sets the bond at $10,000, $15,000 or $20,000. The current guidance does not confirm whether a World Cup or FIFA PASS waiver is available.

Which fans could be asked to post a bond?

The State Department’s current list includes nationals traveling on passports issued by Algeria, Cabo Verde, Cote D’Ivoire, Senegal and Tunisia. Those five are not the program’s only listed nationalities. The bond rule applies to listed-country citizens or nationals applying for a B-1/B-2 visitor visa who are otherwise eligible for that visa; it applies regardless of where they apply. Being a fan from one of these countries does not, by itself, establish that a person needs a visa or will be required to post a bond. Check the State Department’s current visa-bond country list and guidance.

How much is the bond, and when is it set?

For covered applicants, the possible bond amounts are $10,000, $15,000 or $20,000. The consular officer determines the amount at the visa interview. The $15,000 figure is one possible amount, not a universal charge for fans from the five countries.

A bond is separate from a visa fee and does not mean the visa has been approved. The State Department states: “A bond does not guarantee visa issuance.”

Is there a World Cup or FIFA PASS waiver?

The current State Department visa-bond page does not include World Cup or FIFA PASS waiver guidance. Older indexed State Department material described a conditional waiver for certain World Cup travelers, including eligible ticket holders who purchased by an April 15 deadline and opted in to FIFA PASS. Those historical terms do not establish that the waiver is currently available, who qualifies now, or what proof is required. Do not assume either that a waiver applies or that it has been withdrawn; look for current instructions from the State Department or FIFA before relying on one.

How to pay—and how to avoid losing money

  1. Wait for consular direction. Do not send money before an officer tells you to post a bond and provides a payment link.
  2. Complete the required form and payment. Follow the officer’s instructions to submit DHS Form I-352 and pay through Treasury’s Pay.gov system. A third party may pay, but the obligor named on Form I-352 must match the person making the payment.
  3. Use only the official payment route. The State Department warns that money paid without a consular officer’s direction will not be returned. Avoid unofficial sites or intermediaries claiming they can secure a bond or visa.
  4. Account for currency risk. The bond is in U.S. dollars, so exchange-rate changes can affect the amount paid in your local currency.

What travel conditions apply to bond holders?

The State Department says bond holders must enter and leave the United States through commercial-air ports of entry, including locations with U.S. Customs and Border Protection preclearance. The guidance excludes charter air, general aviation, land and sea ports. Review the official terms before booking travel.

The guidance describes circumstances in which a bond is automatically cancelled and returned, subject to DHS records and the bond terms. These include a qualifying timely departure, not traveling before the visa expires, or being found inadmissible at the port of entry. Potential violations referred for determination include overstaying, certain untimely filings, or filing for asylum or other humanitarian protection. Follow the instructions attached to your bond and keep records of travel and departure; do not assume a refund is automatic without the applicable conditions being met.

What to check before buying World Cup travel

  • Whether your passport nationality and intended visa category are covered by the current State Department list.
  • Whether you qualify for a B-1/B-2 visa and what the consular officer requires in your individual case.
  • Whether current official guidance confirms a World Cup or FIFA PASS waiver for your circumstances.
  • The bond amount and payment link, if an officer directs you to post one.
  • Whether your itinerary uses permitted commercial-air entry and exit points, and how you will comply with the departure conditions.
