The $12 billion Farmer Bridge Assistance (FBA) package is no longer approaching: its application window ran from February 23 through April 17, 2026. A separate USDA announcement on October 7 covered approximately $13.8 billion in gross payments under the standing Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs—not a new FBA payment. Farmers considering 2026 ARC/PLC coverage must make their election and enroll by December 11, 2026.
How much was the farm aid package?
USDA announced a $12 billion package on December 10, 2025, as temporary support for trade disruptions and higher production costs. Up to $11 billion was allocated to Farmer Bridge Assistance, with $1 billion reserved for commodities outside FBA, including specialty crops and sugar. Those are package-wide allocations, not guaranteed payments to each farm. USDA Farm Service Agency’s announcement describes the initial package.
Who qualified for Farmer Bridge Assistance?
FBA covered specified 2025 crops: barley, canola, chickpeas, corn, cotton, crambe, flax, lentils, mustard, oats, peanuts, peas, rapeseed, rice, safflower, sesame, sorghum, soybeans, sunflower and wheat. Producers also had to report eligible acreage to the Farm Service Agency by December 19, 2025, and meet the other requirements in the final rule. Crop insurance or Noninsured Crop Disaster Assistance Program (NAP) coverage was not a condition of FBA eligibility. The final rule took effect February 23, 2026.
How were FBA payments calculated?
FBA was proportional assistance based on modeled losses, not reimbursement for each farm’s documented individual loss. The final rule set a uniform formula using reported acreage and crop-level estimates. For many crops, the model drew on USDA Economic Research Service production-cost estimates and World Agricultural Supply and Demand Estimates yields and prices; it used modeling when data were unavailable. Meeting the eligibility rules did not mean every producer would receive an identical payment or that the program would cover the farm’s actual loss.

When could farmers apply for FBA?
The application period was February 23–April 17, 2026. It has closed. USDA’s February 23 announcement gave the opening date and deadline. The cited USDA materials establish the application window, but do not establish a universal date by which every farmer received a payment.
Is the $13.8 billion payment the same as FBA?
No. On October 7, 2026, USDA announced approximately $13.8 billion in gross payments for the 2025 crop year under ARC and PLC. These are separate, standing commodity programs, not a new FBA package. USDA said the gross total remains subject to payment-limit reductions and the 5.7% statutory sequestration rate, so it is not the net amount every producer will receive. USDA’s October 7 release reports the figure. Secretary of Agriculture Brooke L. Rollins called the payments “historic economic support” intended to provide liquidity; that is the administration’s characterization, not an independent assessment of their effect.

What is the deadline to enroll in ARC or PLC?
For the 2026 program year, USDA’s September 15 notice sets the election and enrollment period at September 16 through December 11, 2026. Producers can choose ARC-County or PLC, which provide crop-by-crop protection, or ARC-Individual, which protects the farm as a whole. A farm that does not submit its 2026 election by December 11 is ineligible for 2026 program-year payments. Confirm the farm’s choices and requirements with its county FSA office. USDA’s enrollment notice provides the dates and program options.

USDA’s Economic Research Service (ERS) September 3, 2026 forecast projected 2026 net farm income of $158.4 billion in nominal terms, down $4.3 billion, or 2.6%, from 2025. After adjusting for inflation, ERS forecast a decline of $9.1 billion, or 5.5%. These are forecasts, not final results, and national totals do not describe every farm or commodity.

- ERS forecast crop cash receipts to rise 6.1% in nominal terms in 2026, while animal and product receipts were forecast to fall 5.4%.
- Production expenses were forecast at $492.8 billion, up 4.5%.
- Direct government payments were forecast at $47.4 billion.
The figures come from USDA ERS’s farm-sector income forecast. They describe a mixed outlook: gains in one category do not establish that individual farmers are better off, particularly as expenses and receipts vary across commodities.
