Eligibility depends on the exact program as well as your study-permit application date, credential, study history and—if the rules apply to you—language results and field of study. Under Immigration, Refugees and Citizenship Canada (IRCC) guidance checked on October 8, 2026, most eligible graduates must apply within 180 days after their school confirms they have completed their program.
Who can qualify for a PGWP?
A PGWP is an open work permit option for some graduates of eligible Canadian programs. IRCC’s central warning is that graduating from a designated learning institution (DLI) does not automatically make you eligible: the specific program must also qualify, and some programs delivered by otherwise eligible institutions are excluded.
In general, an applicant must have completed a PGWP-eligible program of at least eight months, maintained full-time student status in each semester—with a possible exception for the final semester—and applied within 180 days after confirmation of program completion. The applicant must also have held a valid study permit at some point during the 180 days after completing the program. Exceptions and special rules can apply to particular study histories, so check the current IRCC eligibility instructions against your own record.
Which recent rule changes affect you?
Changes effective November 1, 2024 introduced language-proof requirements for most PGWP applications submitted on or after that date, and a field-of-study requirement for specified non-degree pathways. They are separate tests: whether you need language results and whether your program must be in an eligible field depends on your circumstances.

The date you applied for your study permit is especially important. For example, students who applied for a study permit before November 1, 2024 do not need to meet the field-of-study requirement under IRCC’s guidance. Bachelor’s, master’s and doctoral graduates also do not have that requirement. Check the rules that apply to your dates and credential rather than assuming that every graduate faces both new requirements.
What language results are required?
For PGWP applications submitted on or after November 1, 2024, most applicants need proof of English or French ability. The minimum applies separately to reading, writing, listening and speaking—not just an overall score. The required level depends on the credential and program category.

IRCC exempts PGWP applications submitted before November 1, 2024 from the new language-proof requirement. Graduates of PGWP-eligible flight schools are also exempt from that requirement. The flight-school exemption is specific; it does not mean every aviation-related course or school qualifies.
When does your field of study matter?
If the field-of-study requirement applies to your pathway, your program must match an eligible six-digit Classification of Instructional Programs (CIP) Canada 2021 code. Do not rely on a broad subject name or a school’s description: verify the exact code and the list that applies to your situation using IRCC’s current field-of-study page.

Among the people IRCC says do not need to meet this requirement are bachelor’s, master’s and doctoral graduates; eligible flight-school graduates; students who applied for a study permit before November 1, 2024; and people who applied for a PGWP before that date. The applicable list can also depend on the dates specified in IRCC’s rules.
IRCC’s 2025 list updates illustrate why date-specific checking matters. The department added 119 fields and removed 178 in 2025; after a July 4, 2025 update, 920 fields were eligible. That update restored fields removed on June 25. Students who applied for a study permit before June 25, 2025 retained eligibility if their field was on the list when they applied, even if it was later removed. IRCC said no eligible fields would be added or removed in 2026. These figures describe policy-list changes, not application approvals or graduate outcomes.

How long can a PGWP last?
The possible permit length depends on the program’s length and type, and the expiry date of your passport. IRCC’s guidance sets these general outcomes:

| Master’s degree program of at least eight months | Up to three years, even if the program is shorter than two years |
The master’s-degree provision has applied since February 15, 2024; it does not extend to certificate or diploma programs. A graduate who completed more than one qualifying program may be able to combine program lengths if each program independently meets the requirements and the graduate has not already received a PGWP after an earlier program.

When and where should you apply?
You can apply from inside Canada or from another country. The usual deadline is 180 days after confirmation that you completed your program. Because the clock is tied to completion confirmation, keep the school’s letter, transcript or other dated completion evidence.
IRCC describes a process to apply and restore student status within 90 days after study-permit expiry in the specified situation. Do not assume that you may work while a PGWP application is being processed: permission to work during processing depends on IRCC’s conditions. The route that allows work while waiting requires a valid study permit when the PGWP application is submitted.
What evidence should you prepare?
Gather the documents that support your particular eligibility pathway. IRCC’s instructions identify these common items:

- Proof that you completed the program, such as a degree, diploma, school letter or transcript.
- Proof of full-time enrollment, where required.
- Accepted language-test results, if the language requirement applies.
- Evidence that your field of study qualifies, if that requirement applies. IRCC instructs applicants to upload this in the Client Information section because the regular document checklist may not request it.
- An upfront medical exam if the kind of work you intend to do requires one.
IRCC’s listed test options include CELPIP-General, IELTS General Training, PTE Core, TEF Canada and TCF Canada. Results must be less than two years old when submitted, and the test must be taken in person. Check IRCC’s current instructions for accepted test versions and submission requirements.

IRCC lists several common reasons a graduate may not qualify. Check whether any apply before relying on a school’s general PGWP-eligible status:
- You have already received a PGWP.
- Your studies were in English or French as a second language, general-interest or self-improvement courses, or most non-credit study.
- You completed more than 50% of the program through distance learning.
- The program was at a non-Canadian institution located in Canada or at a DLI that is not PGWP-eligible.
- You received certain scholarships that require you to return to your home country.
- The program was delivered through a curriculum-licensing arrangement, including some public-private partnerships, on behalf of a PGWP-eligible DLI but is itself excluded.
Program eligibility is not reliably inferred from a DLI’s overall status or marketing. Check the official program listing and the conditions for the exact program you completed.
A practical eligibility check
Before applying, assemble the facts that determine which rules apply to you:
- Find your dates. Record when you applied for your study permit, when your school confirmed completion, and when your study permit expires.
- Identify the credential and program. Confirm the credential category, exact DLI and exact program—not only the school name.
- Check study requirements. Review your full-time enrollment history, final-semester status and share of study completed through distance learning.
- Apply the language rule. Determine whether your application date triggers the requirement, then compare every ability score with the threshold for your category.
- Check the CIP rule if relevant. Find the six-digit code and verify it against the applicable eligible list and dates.
- Plan the application and permit length. Count the 180-day deadline from completion confirmation, check your status and any work authorization conditions, and account for passport expiry.
IRCC’s PGWP eligibility, field-of-study and application instructions can change. Recheck those official pages before applying, especially the program listing and CIP list; the rules and exact documents needed depend on your dates and circumstances.
