The clearest account is a sequence of investments and business expansion, not a single payday or a company he founded from scratch. Berjaya’s history describes Tan taking control of an existing business, reorganizing the corporate structure and then building a diversified group. Sports Toto provides a second example of acquiring a substantial stake in an established company.

Why Sports Toto mattered
Sports Toto is a concrete example of Tan’s early investment approach. Berjaya Property’s historical account says Tan’s private company acquired 70% of its paid-up capital in 1985, when the business was privatized. Sports Toto was subsequently listed in July 1987. The record supports describing this as a large stake in an existing lottery business; it does not say what share of Tan’s present wealth came from that investment.
How Berjaya’s diversification broadened the portfolio
Berjaya Corporation’s current profile describes interests across consumer marketing and retail, financial services, hotels and resorts, property investment and development, gaming and lottery management, motor distribution, food and beverage, environmental services, clean technology, and digital and telecommunications solutions. Its FY2024 annual report also records Tan’s interests across these and other sectors.

For an individual investor, diversification can spread exposure across businesses with different customers and sources of income. For Tan, the documented point is that his interests grew beyond the early investments. The corporate materials do not quantify how much each sector contributed to his personal wealth, nor do they establish the value of each holding today.
What Berjaya’s size does—and does not—say about his fortune
Berjaya’s founder biography says Tan has a significant stake in Berjaya Corporation as well as private holdings in retail, hospitality, property and services. These ownership interests help explain the sources of his wealth. But a group’s revenue, assets or market capitalization are not the same as one shareholder’s personal net worth: those figures belong to companies with other shareholders, liabilities and business obligations.

How Cardiff City fits into the picture

Separately, the UK government’s Companies House record for Cardiff City Football Club (Holdings) Limited lists Tan as holding 75% or more of that holding company. The two disclosures refer to different descriptions of the ownership connection; neither says that Cardiff City generated the wealth he had already built through his wider business interests.

His Berjaya roles have changed over time
Berjaya’s founder biography says Tan transitioned from chairman to advisor of Berjaya Corporation in 2023. The company’s FY2024 annual report lists him as an advisor of Berjaya Corporation, chairman of Berjaya Hills Resort and U Mobile, and managing director and chief executive officer of STM Lottery. These are roles recorded for that reporting period, not confirmation of his position after it.
