What Elon Musk’s DOGE Leaderboard Proposal Would Do—and What It Wouldn’t Prove

Musk’s proposed DOGE leaderboard invited public input on federal spending, but a public ranking is not an audit. Here’s what the plan said and how to read later savings figures.

Elon Musk’s November 2024 proposal was to post DOGE actions online, invite the public to flag spending and proposed cuts, and rank what he called “insanely dumb spending.” It was a plan to make scrutiny of federal spending participatory and public—not, by itself, an audit method or a way to verify that a proposed cut would produce savings.

What was Musk’s DOGE leaderboard supposed to do?

In a post on X quoted in Matthew Gault’s November 13, 2024, Gizmodo report, Musk wrote: “All actions of the Department of Government Efficiency will be posted online for maximum transparency.” He also proposed a public ranking: “We will also have a leaderboard for most insanely dumb spending of your tax dollars.”

The idea had three parts: publish DOGE actions, let members of the public point to spending or cuts they considered important, and display selected examples on a leaderboard. The format would make the effort visible and invite participation. The announcement did not establish how submissions would be assessed, what evidence would qualify a spending item as wasteful, or how a claimed saving would be verified.

How would DOGE decide what counts as wasteful spending?

The November 2024 proposal, as described in Gizmodo’s report, did not specify a scoring standard or independent verification process for the leaderboard. Calling an expense “waste” is a judgment, not proof that the spending has no public purpose or that cancelling it would save the amount claimed.

To assess a specific proposed cut, a reader would need more than its place on a ranking. Useful questions include:

  • What contract, grant, lease, program, or other expense is being identified, and what records support the description?
  • Is the proposed amount a projected reduction, a cancelled obligation, or cash that has actually been saved?
  • Would cancelling the spending create costs elsewhere, affect a legal obligation, or require Congress or an agency to take further action?
  • Who checked the calculation, and can another reviewer reproduce it from public information?

Without answers, a leaderboard can publicize a claim or a priority, but it cannot establish the claim’s accuracy or its net effect on federal finances.

How did DOGE later become part of the federal government?

Musk’s November 2024 announcement did not create a federal department established by Congress. A later structure was set out in Executive Order 14158, dated January 20, 2025. The White House order renamed the United States Digital Service as the United States DOGE Service, established a temporary organization within it, and called for DOGE teams in agencies.

The order set July 4, 2026, as the temporary organization’s termination date. That date is the order’s stated deadline; it does not, by itself, establish the current status of every other provision or authority in the order.

How does the leaderboard differ from GAO oversight?

The Government Accountability Office (GAO) had already been reporting on federal programs with fragmented, overlapping, or duplicative goals or actions. Its annual work identifies matters and makes recommendations; Musk’s proposal described public submissions and a leaderboard. They are different approaches, and a public ranking is not a substitute for oversight analysis.

Who identifies issues? Members of the public could flag spending or cuts for DOGE to consider, as described in the November 13, 2024, Gizmodo report. GAO analyzes federal programs and reports matters and recommendations.
What is published? A proposed online record of DOGE actions and a leaderboard of spending Musk characterized as especially wasteful. Topic-specific matters and recommendations in annual reports.
How are savings described? A later DOGE figure appeared on its Wall of Receipts; GAO’s 2026 review said more transparency was needed about how the figure was derived. GAO reports cumulative financial benefits attributed to congressional and agency action on matters it identified, using estimates drawn from varied sources and methods.
What does publication establish? That DOGE reported a claim or priority; a leaderboard alone does not independently verify a saving. GAO’s findings and recommendations are oversight work, distinct from DOGE’s reported receipt total.

What do the reported savings figures actually mean?

GAO’s 2024 annual report

In its May 15, 2024, annual report, GAO identified 112 new matters in 42 topic areas and said congressional and agency actions had yielded approximately $667.5 billion in cumulative financial benefits from 2011 through 2024. GAO characterizes that cumulative estimate as rough: it draws on sources with different periods, data, assumptions, and methodologies. It predates the January 2025 DOGE executive order and is not savings produced by DOGE.

DOGE’s Wall of Receipts figure reported by GAO

GAO’s 2026 review reported that DOGE’s Wall of Receipts listed $110.3 billion in savings across contracts, grants, and leases as of July 7, 2026. This is DOGE’s reported figure, not a final saving independently validated by GAO. GAO’s review says more transparency is needed about how the reported savings were derived.

The $667.5 billion and $110.3 billion figures should not be added or compared as if they measured the same thing: they cover different periods and bodies of work, and the cited reports describe different methods and qualifications.

What should a taxpayer look for in a claim about a cut?

For a personal-finance reader, the practical issue is whether a headline about government waste supports a reliable conclusion about public costs. Before treating a claimed cut as money saved, look for an identified expense, a clear calculation, the period covered, and an explanation of whether the amount is projected or realized. Also check whether the figure accounts for replacement costs or obligations that remain after a cancellation.

Those details matter because publicizing a proposed cut and documenting a net financial benefit are separate tasks. The leaderboard proposal addressed visibility and public participation; the available descriptions do not establish a methodology that would make its rankings or savings claims independently verifiable.
