Perth’s Langley Park riverfront masterplan remains a strategic planning reference, not an approved $1 billion construction budget. The City of Perth consulted on a draft in 2025; in May 2026, Council retained it to guide advocacy and future improvements as opportunities arise. The proposal includes a greener, more accessible river edge, but its headline features are not built or funded commitments.
What the Langley Park proposal covers
The City of Perth’s draft covers 44 hectares and 2.2 kilometres of riverfront between Supreme Court Gardens and the Causeway. It organizes the area into five precincts: Cultural, Play, Leisure, Event and Ecology. The broad concept is to reshape the river edge, realign Riverside Drive and improve connections between the city and foreshore. The City’s 2024 project announcement describes the area and the draft vision.
Proposed amenities and landscape
In an August 2024 announcement, Lord Mayor Basil Zempilas described a vision including a lagoon, cafes and restaurants, public mooring and a ferry jetty, a river walk and an ecological precinct. The City also presented 3,000 new trees as a proposal, not a completed planting count. These features are concepts in the masterplan, not amenities that visitors can assume are available.
PerthNow’s July 2024 report additionally described beaches, two hotels, about 30 restaurants and cafes, sports facilities and an underground car park. Those details and the paper’s “South Bank or Darling Harbour” comparison belong to that report; the City material reviewed does not establish every reported component as a committed work. PerthNow’s July 2024 article reported these elements before Council had endorsed the draft.

Is the $1 billion figure an approved budget?
No approved City budget of more than $1 billion is confirmed in the City material reviewed. The figure appeared in PerthNow’s 2024 headline-era reporting as an estimate associated with the proposal. It should not be read as a funding commitment, a final project cost or evidence that construction has been approved.
The sources reviewed also do not establish a verified official total cost, secured funding commitment, construction schedule or approved final design. The practical distinction is important: a concept can be retained for planning and advocacy without being funded or cleared to build.

What has happened since the draft was announced?
Consultation in 2025
The City says consultation on the draft ran for six weeks, from 24 March to 5 May 2025, and received 1,582 responses. The City’s engagement page records the consultation and its outcome.
Council decision in May 2026
At its 26 May 2026 Ordinary Council Meeting, Council considered the engagement report and retained the draft as a strategic reference document. The City says it will inform advocacy and collaboration with the State Government on riverfront initiatives, and guide future asset renewal, public-realm improvements and upgrades as opportunities arise. That decision is strategic guidance, not construction approval or a final design endorsement. The City’s meeting outcomes describe Council’s decision.

Why the plan raises questions about land and flood resilience
Reserve status and approvals
The City identifies Langley Park as an A-Class reserve, protected for “Parks, gardens and recreation.” Development that supports that land use may be possible, but the City says it is subject to approval by the Department of Planning, Lands and Heritage at the time of a development application. Retaining the masterplan as a reference does not itself grant that approval. The City’s project page sets out the reserve-status qualification.
River wall, drainage and high tides
The City says the river wall and drainage network need renewal, and that Langley Park and Riverside Drive flood during high tides and inclement weather. It also cites a projected 0.7-metre rise in river levels by 2100 as a factor that could worsen those issues. This is the City’s projection; it should not be treated as a separately verified forecast here. The City’s project page describes the infrastructure and flooding concerns.

Do not confuse it with Perth Park at Burswood
The Langley Park riverfront concept concerns the foreshore between Supreme Court Gardens and the Causeway. It is separate from Perth Park, a sporting and entertainment precinct at Burswood Park. Features and figures associated with Perth Park—including its amphitheatre, track, construction timing and tree counts—do not describe the Langley Park proposal.
For readers weighing what the plan means for Perth’s public realm, the key questions are still its eventual scope, public access, traffic effects, ecological and cultural outcomes, funding, approvals and delivery. The available decision establishes a role for the draft in future planning, not answers to those implementation questions.
