Employer’s Guide to Federal Unemployment Tax (FUTA) for 2026

FUTA is an employer-paid federal tax. Learn the 2026 rate and wage base, how state unemployment credits affect the bill, and the Form 940 and deposit rules.

For 2026, federal unemployment tax (FUTA) is an employer-paid tax of 6.0% on the first $7,000 of each employee’s wages. Qualifying state unemployment contributions can reduce the effective rate to 0.6%, but the full credit is not automatic. Employers generally deposit FUTA when cumulative quarterly liability exceeds $500 and file Form 940 annually. The rules below distinguish the 2026 tax calculation from year-specific Form 940 filing requirements.

What is the FUTA tax rate for 2026?

The Internal Revenue Service (IRS) sets the 2026 FUTA rate at 6.0% on the first $7,000 paid to each employee as wages during the year. The $7,000 is the federal FUTA wage base; state unemployment insurance (SUI) wage bases and wage definitions can differ. Some wages subject to FUTA may not be taxable for state unemployment purposes. IRS Publication 15 (2026) gives the current-year rate and wage base.

FUTA is paid by the employer. It is not withheld from employees’ paychecks. The 6.0% rate is the starting federal rate, not necessarily the amount ultimately owed after allowable state credits.

How does the state unemployment tax credit affect FUTA?

Employers may qualify for a credit of up to 5.4% of FUTA-taxable wages for qualifying state unemployment contributions. If the maximum credit is allowed, the effective FUTA rate is 0.6%. The credit depends on factors including whether state contributions were paid in full and on time, whether they cover the same wages subject to FUTA, and whether the employer has wages subject to a credit-reduction state’s unemployment tax.

State and federal wage bases do not always match. If state unemployment taxes apply to fewer wages than FUTA, or if state contributions were paid late, the credit calculation may require adjustments. Use the credit worksheet in the Form 940 instructions when applicable rather than assuming the full 5.4% credit.

What is a FUTA credit-reduction state?

A credit-reduction state is one where employers may receive a smaller FUTA credit because the state has not repaid federal unemployment loans within the applicable period. The Department of Labor determines annually which states are subject to reduction, and the IRS explains how the reduction affects FUTA in its FUTA credit reduction guidance. Do not rely on a list from another tax year; check the instructions for the Form 940 year being filed.

How do you calculate FUTA?

For a basic 2026 illustration, if one employee earns at least $7,000 and no exemption or adjustment applies, the employee has $7,000 in FUTA wages before state-credit considerations. At the full-credit effective rate of 0.6%, the basic FUTA amount is $42 ($7,000 × 0.006). This example assumes the full credit is available and does not include special wage treatment or a credit reduction.

In an actual calculation, determine each employee’s FUTA-taxable wages, apply the federal wage base, and account for allowable state unemployment credits and any required adjustments. Multiple states, differences between state and federal taxable wages, late state contributions, and credit-reduction wages can make the calculation more involved. The IRS Form 940 instructions describe the credit worksheet and Schedule A procedures. Dates and instructions in that document are tax-year specific; for example, its state-contribution dates apply to tax year 2025, not automatically to 2026.

Who has to file Form 940?

Form 940 is the annual federal return used to report FUTA. Under the general test described in IRS Topic 759, an employer generally must file if either of these applied in 2024 or 2025:

  • The employer paid at least $1,500 in wages in a quarter; or
  • The employer had at least one employee for part of a day in 20 or more different weeks.

Household and agricultural employers use separate tests, so the general thresholds above should not be used to decide their filing requirement. Consult the relevant IRS guidance and the Form 940 instructions for the tax year being filed. The IRS summarizes the general rule and deposit requirements in Topic no. 759.

Employers operating in multiple states or with wages subject to a credit-reduction state may need to complete Schedule A with Form 940. Follow the schedule and instructions for the filing year, since state reporting and credit-reduction determinations can change annually.

When do you have to deposit FUTA tax?

For 2026, employers generally carry forward a quarterly FUTA liability of $500 or less. Once current liability plus any carried-forward amount exceeds $500, deposit the accumulated tax by the last day of the month after the quarter ends. Required federal tax deposits must be made electronically.

Use the IRS due date calendar and applicable instructions to confirm deadlines, including holiday adjustments. The IRS says an electronic deposit must be initiated by 8 p.m. Eastern time on the day before its due date. Available payment channels include the business tax account, Direct Pay for businesses, and EFTPS; see the IRS page on federal tax deposits.

Which rules should you verify before filing?

  • Tax year: Use the Form 940 instructions for the year reported. The IRS’s 2025 instructions list 2025 figures and dates; do not substitute them for 2026 guidance.
  • Employer type: Household and agricultural employers have distinct filing tests.
  • State treatment: Check the applicable state unemployment wage base, taxable-wage definitions, and whether contributions were timely paid.
  • Workforce geography: Review multi-state reporting and any credit-reduction wages before completing Schedule A.
  • Deposit balance: Track quarterly liability and carryforwards to determine whether the $500 deposit threshold has been crossed.

For the federal calculation and payment rules, consult the current IRS Publication 15, the matching Form 940 instructions, and your state unemployment agency’s rules for state contributions.
