Who Owns TikTok?

ByteDance still owns TikTok globally outside the U.S., while a new U.S. joint venture is majority-owned by a consortium including Oracle, Silver Lake and MGX.

The short answer is: ByteDance still owns TikTok globally, but the U.S. operation is now run through a separate joint venture.

Since January 2026, TikTok USDS Joint Venture LLC has operated TikTok in the United States. The venture is majority-owned by investors other than ByteDance. ByteDance retained a 19.9% stake, while Oracle, Silver Lake and Abu Dhabi-based MGX each hold 15%.

That means neither Oracle nor the U.S. government bought TikTok outright—and the Chinese government does not own all of TikTok. The answer depends on which TikTok business and which country you mean.

Who owns TikTok in the United States?

TikTok’s U.S. business is operated by TikTok USDS Joint Venture LLC, established on January 23, 2026.

The publicly disclosed ownership is:

The remaining investors include the Dell Family Office, Vastmere Strategic Investments—an affiliate of Susquehanna International Group—Alpha Wave Partners, Revolution, Dragoneer-related Merritt Way, General Atlantic-related Via Nova, Virgo LI and NJJ Capital, the family office of Xavier Niel. TikTok has not published an individual percentage for each of those investors.

The venture is governed by a seven-member board described as majority-American. It has authority over major U.S. issues, including:

  • U.S. user-data security
  • The recommendation algorithm used in the United States
  • Software assurance
  • Trust and safety
  • Content moderation

So the most accurate description is that the U.S. TikTok operation is majority-owned by a non-ByteDance consortium, with ByteDance holding a minority interest. No single investor owns the U.S. business.

Does Oracle own TikTok?

No. Oracle owns 15% of TikTok USDS Joint Venture LLC and serves as the venture’s trusted security partner. It does not own TikTok worldwide, and it did not acquire the entire U.S. operation.

The same distinction applies to Silver Lake and MGX. Each is a 15% managing investor in the U.S. joint venture, but none owns TikTok by itself.

Who owns TikTok outside the United States?

Outside the United States, TikTok remains owned through TikTok Ltd., a ByteDance subsidiary. ByteDance is incorporated in the Cayman Islands, while its core operations and leadership are based in China.

The 2026 U.S. transaction did not amount to a sale of the global TikTok app. TikTok’s global entities continue to be involved in areas such as advertising, marketing, e-commerce and interoperability with the U.S. operation.

Who owns ByteDance?

ByteDance is a private company, not a publicly traded corporation. It therefore does not provide the same continuously updated shareholder filings that investors can find for a company listed on the New York Stock Exchange or Nasdaq.

According to TikTok’s published ownership explanation, ByteDance is approximately owned as follows:

  • 60%: Global institutional investors, including Carlyle Group, General Atlantic and Susquehanna International Group
  • 20%: ByteDance employees worldwide
  • 20%: Founder Zhang Yiming

Those percentages describe ownership of ByteDance. They should not be confused with the ownership of TikTok USDS Joint Venture LLC after the 2026 restructuring.

Does the Chinese government own TikTok?

Not directly in the broad sense often claimed. A Chinese government-affiliated fund acquired a 1% stake in Beijing Douyin Information Services Co. Ltd., a China-based ByteDance subsidiary associated with ByteDance’s Chinese operations and technology. The arrangement also produced a government-linked board seat at that subsidiary.

This is commonly called a “golden share.” It does not mean that the Chinese government owns 1% of ByteDance Ltd. or 1% of global TikTok.

The distinction matters because corporate ownership follows legal entities. A government-linked 1% stake in one China-based subsidiary is not the same as ownership of the parent company or of every international service operated by that corporate group.

Why did TikTok’s U.S. ownership change?

The separate U.S. joint venture was created in response to the U.S. Protecting Americans from Foreign Adversary Controlled Applications Act and related executive actions.

The structure was intended to separate key U.S. functions from ByteDance control. The U.S. Department of Justice described the joint venture in July 2026 as a distinct successor operation that functions independently of ByteDance and is majority-owned by American investors.

That does not mean every connection between the U.S. app and TikTok’s global businesses disappeared. The entities still have to work together on certain commercial and technical matters. It does mean the legal and governance structure for U.S. data, recommendation systems, software assurance, safety and moderation is different from the structure used before January 2026.

Four ownership claims that need correcting

  1. “The Chinese government owns TikTok.”
    That is misleading. ByteDance remains the parent of global TikTok outside the United States, and its stated ownership is divided among institutions, employees and its founder. A Chinese government-affiliated entity owns 1% of a separate China-based subsidiary.
  2. “Oracle bought TikTok.”
    Incorrect. Oracle owns 15% of the U.S. joint venture and is a security partner. It does not own TikTok worldwide or control the U.S. entity alone.
  3. “ByteDance still owns 100% of TikTok in America.”
    Outdated. ByteDance retains 19.9% of TikTok USDS Joint Venture LLC, while the other investors hold the majority.
  4. “The United States bought the global TikTok app.”
    Incorrect. The 2026 arrangement created a separate U.S. operating and security structure; it was not a purchase of all global TikTok operations.

What does TikTok ownership mean for investors and users?

TikTok is not a stock that ordinary investors can buy directly. ByteDance is private, and TikTok USDS Joint Venture LLC is also not a publicly traded company. Buying shares in Oracle, Silver Lake or another named investor does not give an individual a direct ownership stake in TikTok.

For users, the ownership question is mainly relevant to privacy, governance and the app’s future availability—not to a direct investment opportunity. The U.S. joint venture’s stated responsibilities cover U.S. data security and content systems, while ByteDance continues to own the broader international TikTok business.

When evaluating a headline about a TikTok “sale,” check three details:

  1. Which legal entity changed hands? The global TikTok business and the U.S. joint venture are not the same entity.
  2. What percentage was transferred? A 15% investment by Oracle is not a 100% acquisition.
  3. Was the claim about ownership or control? A company may have governance authority over a function without owning the entire app.
