Pakistan’s Economic Coordination Committee (ECC) approved the immediate release of Rs 19 billion on 19 February 2026 so payments could begin under the Prime Minister’s Ramzan Relief Package. That approval was separate from the Ministry of Poverty Alleviation and Social Safety’s Rs 25 billion request and from the package’s reported overall total, which official sources have variously put at Rs 38 billion and Rs 39 billion.
What the ECC approved on 19 February
At a meeting chaired by Finance Minister Senator Muhammad Aurangzeb, the ECC considered the Ministry of Poverty Alleviation and Social Safety’s request for Rs 25 billion. The Finance Division told the committee that Rs 19 billion had already been budgeted for the current financial year. The ECC approved immediate release of that Rs 19 billion to start disbursements, with further funding to be considered in light of evolving needs and available fiscal space. The Press Information Department’s 19 February release describes the decision.
So the three figures refer to different things: Rs 25 billion was the ministry’s request, Rs 19 billion was the amount approved for immediate release, and Rs 38 billion or Rs 39 billion is the reported total package allocation.
Why official sources report both Rs 38 billion and Rs 39 billion
The ECC release describes the overall package as Rs 39 billion: Rs 10 billion already available with BISP and Rs 29 billion arranged through a Technical Supplementary Grant, operational expenses, and regularized re-appropriated funds. It also gives in-principle approval for Rs 1 billion in operational expenses, subject to a detailed submission to the Finance Division; the committee called for details including partner-financial-institution fees and outreach and communications costs, and said unused funds would be surrendered under established procedures.

Other government reporting gives a total of Rs 38 billion. Radio Pakistan’s 14 February launch report gives that amount, as does its 26 February rollout report. The Finance Division’s Federal Budget in Brief 2026–27 lists Rs 38,000 million for the package. These sources do not explain whether the difference reflects distinct accounting scopes, a revised amount, or a reporting inconsistency. Neither figure should be treated as a reconciled correction of the other.
Who the package was intended to help and how much families were to receive
The ECC characterized the program as targeted assistance for vulnerable families selected using National Socio-Economic Registry data. It described one-time cash assistance for identified low-income households alongside enhanced existing social-protection support, with payments made through formal banking and digital channels. The committee’s stated purpose was targeted financial assistance to vulnerable families during Ramzan.

Official sources reported different beneficiary snapshots. The Planning Commission’s February 2026 Monthly Development Update says the Prime Minister approved the package at a meeting on 16 January and reports Rs 13,000 per family for 1.7 million households with a PMT score from 32 to 36. It identifies BISP as the lead agency for outreach and payments, coordinating with the Finance Division and State Bank of Pakistan.
Radio Pakistan’s 14 February launch report instead describes Rs 28 billion for 2.1 million families not benefiting from another Kafalat program, at Rs 13,000 per family, and Rs 10 billion for families already in the government’s Kafalat program. It says the program covered the four provinces, Gilgit-Baltistan, and Azad Kashmir. The 1.7 million-household Planning Commission account and the 2.1 million-family Radio Pakistan account are different dated descriptions; they should not be combined into a single beneficiary count.

How payments were delivered and what rollout figures show
The February implementation reports describe BISP-led outreach and payments through bank accounts and digital wallets. A review on 18 February involving NADRA, the State Bank of Pakistan, BISP, the National Telecommunication Corporation, PID, and participating banks instructed the central bank to begin crediting relief amounts and prioritized opening pending beneficiary accounts. The minister also directed BISP to operate a 24/7 control room for at least the first ten days of Ramzan. A 23 February review named HBL, JazzCash, Easypaisa, Habib Bank, microfinance banks, and other financial institutions in connection with account creation and activation, cash and digital disbursement, and beneficiary support.
Radio Pakistan reported on 26 February that by the eighth of Ramazan, 64 percent of beneficiaries had received payments; twelve banks and fintech companies were participating, and beneficiaries had made 1.1 million digital transactions. The report also mentions real-time dashboards used to track payments. These are dated rollout figures from that report, not current totals.

How to check household eligibility
Use the official Prime Minister’s Ramzan Package portal to check household status. Its eligibility form asks for a national identity card number and captcha. Published program descriptions do not establish whether any particular household qualifies; an individual check must be made through the portal or current government guidance.
