The $40 million was a forecast increase, not money already collected. Western Australia’s 2024-25 budget raised its projected Road Trauma Trust Account infringement revenue by that amount across 2023-24 to 2027-28. The budget used the broader term “infringement revenue”; the contemporaneous PerthNow headline framed it as extra speeding fines.
What did the $40 million figure mean?
In its 2024-25 Budget Paper 2, the WA Government increased the projected revenue for the Road Trauma Trust Account (RTTA) by $40 million over the five financial years from 2023-24 to 2027-28. The paper described the change as an 11 per cent increase in projected RTTA infringement revenue.
That was a revision to an estimate, not a report that an extra $40 million had already been collected. The budget said the adjustment had been factored into planned expenditure. It did not show that all of the forecast increase would be realised, or specify how much came from any single type of infringement.
PerthNow’s 13 May 2024 report called the change extra speeding fines and reported a total projection of $577.6 million over the next four years. That total is the article’s contemporaneous account of the budget outlook, not a current revenue figure. The budget paper’s “infringement revenue” wording is broader than speeding fines alone.

Why did the budget expect infringement revenue to rise?
The budget noted a preliminary increase in the rate of speeding offences, while cautioning that the reasons were not yet established. Its wording was: “Preliminary analysis indicates a steady increase over recent years in the rate of speeding offences, which is consistent with the experience of several other Australian jurisdictions, however further investigation is required to identify the underlying factors for this trend.”
The paper did not attribute the trend to new cameras, nor quantify how much of the $40 million projection was linked to camera deployment or any other specific cause. The forecast alone therefore cannot establish that cameras caused more speeding, or that the increase was evidence of a revenue-raising motive.

How did the 2024 report break down related forecasts?
PerthNow reported several figures from the budget outlook. They refer to different revenue lines and periods, so they should not be added together or treated as interchangeable:

These figures cover distinct lines of revenue or processing and are not a single measure of cash collected. The $40 million adjustment was the change in projected RTTA infringement revenue across 2023-24 to 2027-28.

Where does WA road-safety fine money go?
The RTTA is a special-purpose account for road-safety funding. In an April 2026 statement, the WA Government said all safety-camera fines are reinvested into road-safety initiatives. Treasurer and Transport Minister Rita Saffioti said: “Every dollar collected through safety camera infringements is invested into improving road safety, helping reduce road trauma and save lives.” This later description of the account does not make the 2024 forecast into actual receipts.
The government’s RTTA funding allocation page lists programs including speed monitoring and driver education; it says its figures are correct as of 7 May 2026. Separately, the government announced $339.9 million in further road-safety investment across 2025-26 to 2029-30, covering enforcement, education, infrastructure, research, child-restraint access and planning for a road-safety data hub.

The 2026-27 budget also lists funding for camera operations and infringement processing, among other road-safety costs. Those later budget allocations describe planned spending and operations; they do not show whether the original $40 million forecast was collected.

Later reporting illustrates why a budget projection should not be read as a final collection. The Department of Justice’s 2024-25 annual report recorded infringement penalties $4.8 million, or 49 per cent, below the published budget. It attributed the result primarily to fewer-than-expected traffic infringement fines issued by police and collected on behalf of Transport. The report also recorded lower-than-estimated speed and red-light camera fine collections in relevant revenue lines.

Those annual-report variances are not a direct reconciliation of the $40 million multi-year RTTA adjustment. They do show that individual infringement-revenue estimates can differ from actual collections, and should not be treated as guaranteed income.
