Trump Plaza began with a financing partner
The House committee memo says Trump had difficulty financing a casino on his own and partnered with Harrah’s on Trump Plaza. It reports that Harrah’s eventually sold its stake to Trump for more than $220 million. This early partnership is distinct from the later publicly traded company that operated several properties.

Trump Castle became Trump Marina
The House memo calls the 1985 property Trump Castle and says the public casino company acquired it in 1996, then renamed it Trump Marina. The Trump Organization timeline uses the later name, Trump Marina, for its 1985 entry.
The Taj Mahal was the high-cost expansion
The Taj Mahal opened in 1990 after major construction and financing challenges. The House memo says $675 million in junk bonds bearing 14 percent interest were issued to complete construction, and that the Taj’s debt exceeded $820 million. Those figures are reported in the 2020 House memo’s account of historical reporting, rather than presented here as figures independently verified from original bond or loan documents.
Why did the casinos come under financial pressure?
The Taj’s financing burden was part of a broader problem: the properties were competing for a limited market, and Atlantic City’s growth was modest at the time. The House memo reports that in the Taj’s opening year, the combined gambling revenues of Trump Castle and Trump Plaza fell by $58 million, while Atlantic City gambling revenue rose just 1.35 percent in 1990 amid a national recession. These figures provide context, but chronology alone does not prove that the Taj caused the decline or that any one factor caused later financial distress.

Before the Taj opened, casino analyst Marvin B. Roffman was quoted in the House memo as telling The Wall Street Journal, “The market just isn’t there.” The memo also quotes W. Bucky Howard, who became Taj president shortly after the opening, saying in a later interview, “I told him it was going to fail. The Taj was underfunded.” These attributed remarks capture concerns about the project’s scale and funding; they are not a complete explanation of the casino’s later finances.

What happened in the early 1990s restructurings?
The House memo says the Taj entered bankruptcy court just over a year after opening, followed in 1992 by Trump Plaza and Trump Castle. It describes a restructuring plan in which Trump gave lenders a 50 percent stake in the businesses in exchange for reduced interest rates, with some principal and interest deferred.

That account concerns the early restructuring of individual casino businesses. It should not be collapsed into the later Chapter 11 cases filed by Trump Hotels and Casino Resorts, the corporate holding company, and certain subsidiaries. Nor do these records say that Trump personally filed for bankruptcy.
How did the publicly traded casino company fit in?
Trump shifted Trump Plaza into publicly traded Trump Hotels and Casino Resorts in 1995, according to the House memo. The company later acquired the Taj Mahal and Trump Castle. The SEC filing identifies Trump Entertainment Resorts as the successor to Trump Hotels and Casino Resorts, reflecting the company’s later name after reorganization.
The 2004–2005 corporate Chapter 11 case
Trump Hotels and Casino Resorts and certain subsidiaries filed voluntary Chapter 11 petitions on November 21, 2004. The bankruptcy court confirmed a reorganization plan on April 5, 2005; it took effect on May 20, 2005, when the company emerged as Trump Entertainment Resorts. These dates are documented in the company’s SEC Form 10-K and a New Jersey Casino Control Commission financial report.

What the company reported in 2005
Trump Entertainment Resorts reported operating three Atlantic City casinos in 2005. Its 2006 Form 10-K listed the following property net revenues for that year:

This was another corporate filing, not a personal bankruptcy filing by Trump. When did the Taj Mahal close, and what does that establish?
TIME reported that the Taj Mahal closed on October 10, 2016, after management and union workers failed to reach an agreement over health and pension benefits. That establishes the closure and reported labor dispute; it does not by itself establish the property’s subsequent ownership chain or present-day condition. The cited sources likewise do not provide a complete account of what ultimately happened to Trump Plaza and Trump Marina.
What the casino history shows—and what it does not
Trump’s Atlantic City story combines ambitious expansion, heavily financed construction, competition among properties, and multiple forms of financial restructuring. The early 1990s property-level deals, the public company’s 2004 and 2009 Chapter 11 filings, and the Taj Mahal’s 2016 closure are separate events involving different businesses and dates.
