Trump Revives Call for Tariffs on Foreign-Made Movies; Congress Considers Production Credit

Trump revived his movie-tariff call in January 2026, but left the rate and mechanics unclear. A separate production-credit bill introduced in September remains a proposal.

Donald Trump revived his call for tariffs on movies made outside the United States in a January 26, 2026 interview, but did not specify a tariff rate or explain how one would work. The earlier 100% figure came from threats in 2025, not from the January 2026 remarks. A separate federal production-credit bill introduced in September 2026 is a proposal, not enacted law.

What Trump said about movie tariffs

In an interview with the California Post reported by TheWrap on January 26, 2026, Trump said, “I’m going to be putting tariffs on movies from outside of the country.” He named Canada as an example and also said he would pursue low-interest bonds to support movie production. The interview report did not give details about the bonds or a tariff’s rate, scope, collection process, or legal authority.

The 100% rate belongs to earlier statements. In May 2025, Trump called for a 100% tariff on movies produced in foreign lands and framed the issue as a national-security concern; the White House said no final decision had been made and that options were being explored. He repeated the 100% threat in September 2025. Those statements did not establish an operating policy, and the January 2026 revival did not specify that rate. The Associated Press covered the May 2025 announcement, while The Washington Post examined unresolved questions in September 2025.

Tariff threat and proposed production credit are different policies

A tariff would seek to impose a charge on films treated as foreign-made. The later legislation instead proposes a tax credit for qualifying U.S. production activity. They differ in who or what they target, how they would operate, and their status.

What the September 2026 bill proposes

The Motion Picture, Television, and Entertainment Revitalization Act was introduced in the House and Senate on September 24, 2026. The House bill is H.R. 10582. Its introduced text requires a qualifying film or television production to have total costs above $1 million and at least 75% of principal photography days in the United States. Sponsor materials describe a 20% labor-based base credit, optional 5% bonuses, and a cap of 30% in total. The bill also provides for qualifying post-production and visual-effects activities subject to specified U.S.-based activity requirements. These are proposed terms and could change as the bill moves through Congress.

The official House bill text records the introduced language and referral to the Ways and Means Committee. Senator Tim Scott’s announcement describes the sponsors’ proposed credit structure. On September 28, Senator Adam Schiff’s office reported eight additional bipartisan Senate cosponsors. That is a dated update on support, not evidence that either chamber passed the bill or that it became law. Schiff’s office published the cosponsor update.

Why a movie tariff would be difficult to define

Film production is not always confined to one country. A project may be financed, filmed, edited, and finished with visual effects in different places, while using international casts and production teams. That makes the phrase “made outside the country” consequential: a policy would need to determine which activities make a movie foreign, how to value it as an import, and who would administer and collect any charge.

William Reinsch, a trade specialist at the Center for Strategic and International Studies, told The Washington Post: “These days they’re made everywhere in multiple locations with both American and foreign actors and complex production arrangements.” The reporting identifies open implementation questions; it does not establish that a tariff is legally impossible. What the industry reaction and spending estimates show

Reuters reported that the first May 2025 tariff call temporarily halted some projects and international film-finance discussions while producers assessed possible effects. Its later coverage described a more muted reaction to the renewed threat and quoted ProdPro CEO Alexander LoVerde saying there was no data evidence that studios were moving more production to the United States because of tariff concerns. These reports describe industry responses at those points in time, not a measured long-term effect of an implemented tariff. Reuters reported on the later reaction and production data.

Separately, an Olsberg•SPI study commissioned by the Motion Picture Association projected annual U.S. production spending of $38.7 billion in 2035 with the modeled credit, compared with $16.7 billion without it. These are conditional scenario projections, not observed spending and not a guarantee of what the proposed bill would achieve. TheWrap’s report on the study explains the estimates. The projections should not be confused with evidence that Congress has enacted the credit or that the tariff threat has shifted production.

What this means for workers, studios, and viewers

For production companies, the proposed credit could make qualifying U.S. labor and activity eligible for a tax benefit if the bill becomes law in its current or a revised form. The tariff call, by contrast, leaves basic cost and eligibility questions unanswered; without a defined policy, producers cannot calculate a specific charge from the January remarks alone.

For people working in animation, visual effects, or post-production, the introduced bill’s treatment of qualifying U.S.-based activities may be relevant, but the precise eligibility would depend on the final statute and its administration. The tariff discussion does not specify how animated films or work distributed across countries would be classified. Neither the interview nor the bill announcement establishes a direct effect on ticket prices, streaming subscriptions, employment, or individual projects.
