Sometimes. PayPal may refund an eligible purchase if an item never arrives or is significantly different from its description, but reimbursement is not guaranteed. If someone used your account to send money without your authorization, report an unauthorized transaction promptly. If you personally sent money to a scammer, that is not automatically an unauthorized payment; the options depend on the transaction type and facts.
Which PayPal claim fits what happened?
Start by separating an account takeover from a purchase dispute and from a payment you chose to send. The correct route depends on whether you authorized the payment, what you bought, and what went wrong.

Friends and Family is a Personal Payment and is excluded from US Purchase Protection. A payment’s label and purpose matter: do not describe a transfer you authorized as an account takeover simply because the recipient deceived you. PayPal Purchase Protection terms
How to report an unauthorized PayPal payment
If you did not authorize the payment, use PayPal’s reporting path rather than opening a seller dispute. PayPal’s US help article says, “If you notice a payment that you didn’t authorize, let us know right away through our Resolution Center.” PayPal unauthorized-transaction help

- Sign in to PayPal and open the Resolution Center.
- Select Report a problem, then select the payment.
- Choose I want to report unauthorized activity and follow the prompts.
- Respond to PayPal’s requests and monitor your email; PayPal says it will email you within 10 days after you file.
Before reporting a suspicious-looking charge, check whether it is an automatic payment or was made by a family member you authorized to use the account. PayPal’s US User Agreement says to notify it at once. It warns that waiting more than 60 days after PayPal provided the statement may limit recovery for later losses if PayPal can show that timely notice would have stopped them; good reasons for delay may extend time periods. How to dispute a purchase that went wrong
Try the seller, then open a dispute
First contact the seller and explain what is wrong. If you cannot resolve it, open a dispute in the Resolution Center and provide the information PayPal requests. PayPal’s help flow treats purchase problems, unauthorized activity, seller issues, and billing or subscription errors as separate reasons, so choose the one that matches your case. Escalate an unresolved dispute on time
If the dispute does not resolve, escalate it to a claim within 20 days after opening it. PayPal may require you to wait at least seven days from the payment date before escalation. Keep evidence, especially for an item that is not as described
Save the listing or product description, seller messages, transaction details, shipment information, and any other material PayPal requests. For a significantly-not-as-described claim, PayPal may require you to return the item at your expense and provide proof of delivery. PayPal Purchase Protection terms

Know the purchase-protection deadlines and exclusions

Purchase Protection also requires, among other things, an account in good standing, payment from that account for an eligible item, an attempt to contact the seller, timely responses to PayPal’s information requests, and a dispute opened within the applicable deadline. What if you funded the PayPal payment with a card?
PayPal’s terms say you may have dispute rights through the card issuer, but you must choose a route: you cannot pursue a PayPal dispute and a card-issuer dispute at the same time or recover twice for the same transaction. How long might a PayPal claim take?
PayPal’s US shopping page states an average claim settlement time of 14 days based on PayPal internal information for fiscal year 2022. That is an older company-reported average, not a current service target or a promise about an individual case. PayPal US Purchase Protection page
